Position Overview: 

The Department of Healthcare and Family Services (HFS) Office of Inspector General (OIG) is seeking to hire an energetic applicant to serve as a Senior Application Developer supporting OIG’s CASE web application using C#, NET Core, Entity Framework, SQL Server, and other various web technologies in support of OIG’s CASE system. This position will provide technical assistance on the management information systems for OIG staff in administrative matters, including, working cohesively with internal and external partners. The desired candidate will be adaptable, possess strong organizational and communication skills, prioritize tasks, and ensure timely completion of work is achieved. The desired applicant must be able to research, develop, evaluate, resolve technical issues, and enhance OIG computer systems.

Essential Functions

  • Serves as a Senior Application Developer in the Office of Inspector General (OIG) for the Illinois Department of Healthcare and Family Services
  • Manages client or server in software development and upgrades to achieve maximum system performance
  • Plans and develops conversions to new technologies and upgrades of existing technologies to newer versions for CASE
  • Assists with operation of the OIG Information Technology Helpdesk
  • Keeps abreast of new developments in the Information Technology field
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields, supplemented by three (3) years of professional experience in a related Information technology field

Preferred Qualifications

  • Three (3) years of professional experience developing applications using NET Core, C# or similar object-oriented programming languages and NET application development technologies
  • Three (3) years of professional experience in SQL Server and SQL Server Reporting Services
  • Three (3) years of professional experience utilizing Team Foundation Server or other version control software
  • Two (2) years of professional experience in Statistical Analysis System (SAS) Enterprise Business Intelligence, specifically, SAS Enterprise Guide
  • Two (2) years of professional experience in Base SAS Programming and SAS ad-hoc reporting capacity
  • Three (3) years of professional experience in Teradata Structured Query Language (SQL) programming

Specialized Skills

  • Three (3) years of professional experience developing applications using NET Core, C# or similar object-oriented programming languages and NET application development technologies
  • Three (3) years of professional experience in SQL Server and SQL Server Reporting Services
  • Three (3) years of professional experience utilizing Team Foundation Server or other version control software
