Essential Functions
- Under administrative direction, serves as the Senior Data Analyst for the Department of Innovation & Technology (DoIT), supporting the Department of Insurance (DOI), directing, creating, monitoring, and maintaining complex relational databases utilizing advanced analysis, design and development software tools to coordinate the development and implementation of complex databases.
- Advises management of the feasibility and cost effectiveness of conversion of manual processes used in the regulation of the Insurance industry and in processing license applications for insurance companies and insurance agents to database applications.
- Develops and refines database design and definition standards for Microsoft SQL Server, Snowflake, and Microsoft tools such as Dataverse in collaboration with other team members, under the guidance of the Networks, Database & Applications Manager (DBA).
- Serves as a project leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data and leads data initiatives involving complex data analysis, reporting solutions, and system enhancements that span multiple departments or agencies.
- Plans and executes training programs and subject matter seminars on advanced data analysis, SQL development, and reporting tools to enhance team skills and capabilities.
- Collaborates with the SQL team and application developers to monitor, analyze, and report on relational database performance and data usage, supporting optimization of application processes and maintenance schedules.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in computer science or directly related fields.
- Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Specialized Skills
- Requires three (3) years of professional experience designing and implementing complex database structures using Microsoft SQL Server, including development of stored procedures, triggers, and performance-tuned queries
- Requires three (3) years of professional experience using Microsoft data tools, including SQL Server Management Studio (SSMS), SQL Server Integration Services (SSIS), SQL Server Reporting Services (SSRS), Visual Studio, and ODBC for data connectivity, in support of relational database management.
- Requires three (3) years of professional experience developing and maintaining ETL workflows to support enterprise data integration and reporting across systems.
- Requires three (3) years of professional experience performing complex data analysis, including writing and optimizing advanced SQL queries, and evaluating database performance metrics.
Preferred Qualifications
- Three (3) years of professional experience designing and implementing complex database structures using Microsoft SQL Server, including development of stored procedures, triggers, and performance-tuned queries
- Three (3) years of professional experience using Microsoft data tools, including SQL Server Management Studio (SSMS), SQL Server Integration Services (SSIS), SQL Server Reporting Services (SSRS), Visual Studio, and ODBC for data connectivity, in support of relational database management.
- Three (3) years of professional experience developing and maintaining ETL workflows to support enterprise data integration and reporting across systems.

- Three (3) years of professional experience using data visualization and reporting platforms such as Microsoft Power BI, SSRS, or comparable tools to develop dashboards and support decision-making
- Three (3) years of professional experience planning and delivering training or seminars related to database systems, reporting tools, or data analysis methodologies.
- One (1) year of professional experience monitoring, diagnosing, and resolving relational database performance issues or executing database optimization tasks.
- Ability to develop and maintain collaborative relationships with cross-functional teams to support the implementation of data standards, workflow improvements, and application enhancements across departments or agencies.
- Ability to coordinate and guide the activities of team members to achieve project goals and organizational objectives.
- Ability to communicate technical information clearly in verbal and written formats to audiences with varying levels of technical expertise, including executive leadership.
