Essential Functions
- Under administrative direction, serves as a Senior Java Developer performing complex professional and advisory functions in Application Services for the Department of Innovation & Technology (DoIT)/Illinois State Police (ISP) in Law Enforcement Unit A, performing complex Java application development advisory functions.
- Conducts and coordinates system design and development of viable solutions for the resolution of complex issues or improving the efficiency of the system.
- Provides technical guidance to CHRI system developers for completing assignments in the most efficient and timely manner.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualificaitons
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Specialized Skills
- Requires three (3) years of professional experience designing, developing, and maintaining enterprise-level Java Applications using Oracle development tools including, Oracle Enterprise Manager, SQL Navigator, SQL Plus, and PL/SQL.
- Requires one (1) year of professional experience integrating and supporting middleware technologies and enterprise messaging platforms including MQSeries, Message Broker, WebSphere, WebLogic, and web services.
- Requires three (3) years of professional experience conducting user requirements analysis, system feasibility studies and documenting specifications for large-scale system conversions and application enhancements.
Preferred Qualifications (In Order of Significance)
- Three (3) years of professional experience designing, developing, and maintaining enterprise-level Java Applications using Oracle development tools including , Oracle Enterprise Manager, SQL Navigator, SQL Plus, and PL/SQL.
- One (1) year of professional experience integrating and supporting middleware technologies and enterprise messaging platforms including MQSeries, Message Broker, WebSphere, WebLogic, and web services.
- Three (3) years of professional experience conducting user requirements analysis, system feasibility studies and documenting specifications for large-scale system conversions and application enhancements.
- Three (3) years of professional experience performing system integration testing and debugging across multiple system components, environments, and data interfaces.
- Three (3) years of professional experience providing technical guidance to development teams, including code reviews and adherence to development standards and documentation practices.
- Ability to analyze complex data structures and apply logical problem-solving techniques to assess and resolve system-level issues.
- Ability to establish and maintain effective working relationships with team members, agency officials, and business stakeholders.
- Developed verbal and written communications skills to present technical information to others with clarity and precision.
- Demonstrated organizational skills to manage multiple development priorities, deadlines, and evolving technical requirements within a government or enterprise IT environment.
