Essential Functions

  • Under administrative direction, serves as a Senior Programmer/Analyst in Application Development for the Department of Innovation & Technology supporting the Illinois Department of Corrections (IDOC) performing complex professional and advisory functions in Applications Services.
  • Assesses and translates complex user technology requirements into strategic, cost-effective IT solutions through comprehensive planning, development, and implementation of applications and systems.
  • Conducts and coordinates in-depth studies involving substantial technical research and systems analysis of agency administrative functions addressing record keeping, application security, reporting and specialized application program needs.
  • Serves as a project leader on highly complex projects independently planning, developing, and implementing techniques for gathering and interpreting data.
  • Consults with and advises users and prospective users concerning the feasibility of cost-effective conversion to information technology systems within information services division. Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in Computer Science or directly related fields.
  • Requires three (3) years of professional experience in Applications Services, or a related Information Technology field.

Specialized Skills

  • Requires three (3) years of professional experience in full lifecycle application development, including analysis, design, coding, testing, deployment, and maintenance of complex systems and web-based enterprise application.
  • Requires three (3) years of professional experience using application development tools and frameworks such as Microsoft Visual Studio Enterprise, .NET, C#, MVC 5+, SQL, and Bootstrap in support of enterprise systems.
  • Requires three (3) years of professional experience performing technical analysis of system specifications, writing application code, and conducting testing and debugging to resolve programming errors and ensure functionality.
  • Requires three (3) years of professional experience leading or coordinating IT projects, including assigning tasks, monitoring progress, and ensuring adherence to project timelines and quality standards.

Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience in full lifecycle application development, including analysis, design, coding, testing, deployment, and maintenance of complex systems and web-based enterprise application.
  • Three (3) years of professional experience using application development tools and frameworks such as Microsoft Visual Studio Enterprise, .NET, C#, MVC 5+, SQL, and Bootstrap in support of enterprise systems.
  • Three (3) years of professional experience performing technical analysis of system specifications, writing application code, and conducting testing and debugging to resolve programming errors and ensure functionality.
  • Three (3) years of professional experience leading or coordinating IT projects, including assigning tasks, monitoring progress, and ensuring adherence to project timelines and quality standards.
  • Three (3) years of professional experience designing and generating complex reports and dashboards using advanced SQL queries and data visualization tools such as Power BI.
  • Three (3) years of professional experience using Microsoft CRM Dynamics 365, Microsoft SQL Server Integration Services (SSIS), Entity Framework, SharePoint, Microsoft Azure, Azure DevOps, and Power BI.
  • Three (3) years of professional experience supporting or integrating with systems such as Offender 360 and SAP-Human Capital Management (SAP-HCM) or performing legacy system migration.
  • Ability to develop system documentation, user guides, run procedures, and technical reports for internal or external audiences, based on at least three (3) years of relevant professional experience.
  • Ability to troubleshoot, diagnose, and resolve system issues, and to coordinate issue resolution across teams and stakeholders.
  • Developed verbal and written communication skills with the ability to convey technical information clearly and work effectively with cross-functional teams and end users.
