Essential Functions
• Under administrative direction, serves as a Senior Software Developer for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Human Services (IDHS), performing complex professional advisory Application Service functions for the Bureau of Application Management (BAM) and leading the technical analysis, design, and development of Java EE-based enterprise applications.
• Serves as a lead analyst meeting and interviewing users to determine needs and to collaborate with business analysts and stakeholders to gather and validate functional and non-functional requirements.
• Investigates reports of problems by checking log files, reviewing code, and communicating with end users.
• Coordinates production application deployments by preparing agency required documentation as well as supporting the development environment by monitoring the build server and version control software.
• Assists programming staff by reviewing code, mentoring on best practices, and creating documentation for Unit standards.
• Keeps abreast of new developments in the Information Technology field by continuing education through online training platforms, meetings, training sessions, seminars and conferences to increase familiarity with and remain current on products, vendors, techniques and procedures.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
• Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in computer science or directly related fields.
• Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Specialized Skills
• Requires three (3) years of professional experience developing enterprise applications using Object-Oriented technologies, including Java, J2EE, UML, Use Cases, SQL, DB2 or similar databases, web development, and accessibility testing tools.
• Requires three (3) years of professional experience in writing and maintaining technical documentation, including class diagrams, sequence diagrams, data models, use case scenarios, and system architecture diagrams.
• Requires three (3) years of professional experience debugging, testing, and troubleshooting complex application issues in a multi-tiered J2EE environment.
Preferred Qualifications
• Three (3) years of professional experience developing enterprise applications using Object-Oriented technologies, including Java, J2EE, UML, Use Cases, SQL, DB2 or similar databases, web development, and accessibility testing tools.
• Three (3) years of professional experience in writing and maintaining technical documentation, including class diagrams, sequence diagrams, data models, use case scenarios, and system architecture diagrams.
• Three (3) years of professional experience debugging, testing, and troubleshooting complex application issues in a multi-tiered J2EE environment.
• Three (3) years of professional experience gathering, analyzing, and documenting business, functional, and non-functional requirements in collaboration with business analysts, end users, and other stakeholders.
• Three (3) years of professional experience developing or supporting applications that comply with Section 508 Accessibility Standards or similar accessibility guidelines.
• Three (3) years of professional experience coordinating production application deployments, version control, and development environment management, including preparation of deployment documentation and configuration of build servers.
• Ability to mentor junior developers, conducting code reviews and enforcing software development best practices in a collaborative team environment.
• Ability to analyze data logically and exercise sound judgement to define, evaluate, and resolve operational or procedural problems in application development and support.
• Ability to build effective working relationships and communicate technical concepts clearly to diverse audiences, including non-technical stakeholders and agency leadership.
