Senior Solution Architect (Information Systems Analyst III Opt. A)

Essential Functions

• Under administrative direction, serves as the Senior Solution Architect for the Department of Innovation & Technology (DoIT), providing a full range of highly complex professional and advisory information technology services, creating detailed architectural designs and technical solutions that align with agency objectives and technical requirements while ensuring solutions are scalable, secure, and maintainable. 
• Serves as a highly advanced specialist in planning, designing, and implementing the integration solution architecture.
• Serves as advisor and subject matter expert, providing solutioning directives, questions, concerns, and issues, communicating with clients, technicians, and third-party vendors as required.
• Keeps abreast of new developments in the Information Technology (IT) field.
• Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields. 
• Requires five (5) years of professional experience with full-stack application development, Solution Architecture, or a related Information Technology field. 

Specialized Skills

• Requires five (5) years of professional experience with low code, no code cloud platforms (Salesforce, MS Dynamics, etc.) and enterprise-wide middleware integration platforms such AWS, Azure, Google Cloud, Anypoint, Mulesoft, or Boomi, etc. 
• Requires five (5) years of professional experience developing backend systems such as relational databases and analytics utilizing popular middleware, commercial frameworks, Dataverse, or Microsoft power platform. 
• Requires five (5) years of professional experience designing, implementing, and maintaining APIs for varied systems to enable smooth integration and data exchange. 

Preferred Qualifications

• Five (5) years of professional experience with low code, no code cloud platforms (Salesforce, MS Dynamics, etc.) and enterprise-wide middleware integration platforms such as (AWS, Azure, Google Cloud, Anypoint, Mulesoft, Boomi, -etc.). 
• Five (5) years of professional experience developing backend systems such as relational databases and analytics utilizing popular middleware, commercial frameworks, Dataverse, or Microsoft power platform. 
• Five (5) years of professional experience designing, implementing, and maintaining APIs for varied systems to enable smooth integration and data exchange. 
• Five (5) years of professional experience performing complex ETL and data transformation and mapping tasks, including converting data from one format to another, reconciling differences between data structures, and ensuring data consistency and integrity. 
• Five (5) years of professional experience coordinating and conducting complex IT related projects. 
• Thorough knowledge of Enterprise Applications development programming languages, database systems, and web technologies such as Adobe Experience Manager (AEM). 
• Thorough knowledge of relational database and data warehouse in MS SQL, Oracle, IMS, and DB2.  
• Ability to Analyze complex systems problems, perform research, and propose potential solutions and options to the CIO. 
• Ability to maintain excellent working relationships within the team and with stakeholders. 
• Developed verbal and written communication skills to present information to stakeholders and leadership with clarity and precision.

• Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General for the Agencies (OEIG) of the Illinois Governor before accepting such non-State employment. • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
