Essential Functions

  • Under administrative direction, serves as a Senior Systems Analyst for the Department of Innovations & Technology (DoIT) supporting the Illinois State Police (ISP) performing complex system design and development tasks in web application design, construction and maintenance.
  • Conducts and coordinates investigative and analytical studies of complex system functions and operations, determining and selecting effective approaches to resolve complex problems or enhance the efficiency of existing systems.  
  • Serves as a lead developer coordinating analysis and programming functions on web development assignments of high complexity.
  • Serves as a team lead providing technical guidance, system information and instruction to other IT team members, assisting with specific work issues requiring a broader knowledge of subject matter processing. 
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Application Services or a related Information Technology field.

Specialized Skills

  • Requires three (3) years of professional experience analyzing object-oriented programming languages and developing applications using .NET Framework/Core, ASP.NET, C#.NET, and MVC or MVVM patterns to deliver complex system designs and solutions.
  • Requires three (3) years of professional experience leveraging Entity Framework and front-end technologies including, HTML, CSS, Bootstrap, and JQuery/JavaScript, to design, construct, and maintain responsive, user-focused web applications.
  • Requires three (3) years of professional experience in database design and administration using SQL Server, Microsoft Access, and SharePoint, including integration with web applications for optimized performance and scalability.
  • Requires three (3) years of professional experience implementing cloud-based solutions using Azure Fundamentals (resource management, identity and access control, cloud architecture principles), Azure DevOps (CI/CD pipelines, automated builds, and deployment strategies) and Azure Data Services (Azure SQL Database, Azure Storage) to support application development.

Preferred Qualifications

  • Three (3) years of professional experience analyzing object-oriented programming languages and developing applications using .NET Framework/Core, ASP.NET, C#.NET, and MVC or MVVM patterns to deliver complex system designs and solutions.
  • Three (3) years of professional experience leveraging Entity Framework and front-end technologies including HTML, CSS, Bootstrap, and JQuery/JavaScript, to design, construct, and maintain responsive, user-focused web applications.
  • Three (3) years of professional experience in database design and administration using SQL Server, Microsoft Access, and SharePoint, including integration with web applications for optimized performance and scalability.

  • Ability to coordinate and direct the work of associates to achieve project objectives and deliver desired results within established timelines.
  • Ability to analyze and resolve complex system problems, recommend solutions, and improve operational efficiency through targeted debugging and research.
  • Developed verbal and written communication skills to clearly present technical information, system recommendations, and project updates to stakeholders and team members.
  • Ability to establish and maintain effective working relationships across teams and departments, fostering collaboration and knowledge sharing in a dynamic IT environment.
