Essential Functions
- Subject to management approval, serves as the Senior Technical Database Administrator for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Public Health (IDPH) creating and maintaining procedures for database design, backup, recovery, integrity, and security for the Office of Health Protection (OHP).
- Provides support to application developers by participating in system design reviews and providing detailed recommendations on the database design and modifications pertaining to new system requirements.
- Assists project managers in the development of system project plans, including the installation of OHP databases and system related tasks.
- Monitors all Office of Health Protection production systems and databases to ensure systems are running optimally and efficiently by the utilization of database monitoring tools to interpret when databases and systems are in critical status.
- Writes and maintains complex SQL scripts used to support infrastructure of business objects.
- Reviews, conducts, and coordinates feasibility studies to determine user needs and requirements for computer applications.
- Reviews, analyzes, and evaluates computer systems to determine adherence to department standards by verifying databases and systems to best utilize current technologies.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in management information systems, data processing, telecommunications, or directly related field.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization.
Specialized Skills
- Requires three (3) years of professional database administration experience including installation, configuration, and maintenance of SQL Server databases.
- Requires three (3) years of professional experience utilizing SQL Server tools (e.g., SQL Server Management Studio, Profiler), SQL application development tools, software development methodology tools, and third-party monitoring tools to ensure database health, security, and scalability while aligning with business and IT objectives.
- Requires three (3) years of professional IT experience demonstrating technical proficiency in analysis, design, and system development, with hands-on experience applying software development methodologies to enhance system efficiency and scalability.
Preferred Qualifications (In Order of Significance)
- Three (3) years of professional database administration experience including installation, configuration, and maintenance of SQL Server databases.
- Three (3) years of professional experience utilizing SQL Server tools (e.g., SQL Server Management Studio, Profiler), SQL application development tools, software development methodology tools, and third-party monitoring tools to ensure database health, security, and scalability while aligning with business and IT objectives.
- Three (3) years of professional IT experience demonstrating technical proficiency in analysis, design, and system development, with hands-on experience applying software development methodologies to enhance system efficiency and scalability.
- Three (3) years of professional experience utilizing T-SQL and PowerShell to automate administrative tasks, streamline deployments, and enhance database management efficiency in enterprise environments.
- Working knowledge of SQL application development, including writing scripts for database conversions, data migrations, and optimizing database performance to ensure seamless system integration and functionality.
- Working knowledge of JAVA J2E_E programming including developing, maintaining, and integrating enterprise applications within a database-driven environment.
- Working knowledge of conducting feasibility studies to assess user needs and requirements for computer applications, including analyzing business processes, evaluating technical solutions, and recommending system enhancements.
- Ability to analyze administrative problems and adopt an effective course of action.
- Ability to coordinate the activities of work associates to achieve desired results.
- Demonstrated verbal and written communication skills to present technical information to others with clarity and precision.
