This position serves as a Senior Application Support providing support to the Office of the Illinois State Fire Marshal (OSFM). In this role you will provide a full range of complex professional and advisory functions in IT applications services and coordinate and/or conduct complex application development on-site and at user provided facilities using designated software/programming language for database design, program design, and the supplied support tools for testing the new processes while implementing System Development Life Cycle (SDLC) processes. Essential Functions
- Under administrative direction, serves as a Senior Technical Support for the Department of Innovation & Technology (DoIT), supporting the Office of the Illinois State Fire Marshal (OSFM), providing a full range of complex, professional, and advisory functions in IT application services.
- Serves as a technical liaison with vendors, coordinating complex support activities and issue escalations to align solutions with agency objectives.
- Analyzes system issues and recommends improved procedures and techniques to enhance supported application systems.
- Serves as a primary support resource for both scheduled and remedial maintenance of assigned applications.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Attends demonstrations and exhibitions related to assigned operations.
- Perform other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Specialized Skills
- Requires three (3) years of professional experience leading complex application development initiatives, providing technical direction, and mentoring junior staff to support project delivery and organizational objectives.
- Requires three (3) years of professional experience conducting business and systems analysis, performing feasibility studies, and applying SDLC methodologies to design, enhance, and convert major application systems.
- Requires three (3) years professional experience leveraging Azure DevOps, CI/CD pipelines, and Microsoft Power Platform, with working knowledge of Salesforce development environments and system integration practices.
- Requires three (3) years professional experience in vendor management processes, including vendor selection, RFP development, technical proposal evaluation, contract negotiation support, and serving as a primary liaison for vendor troubleshooting, escalations, and service coordination.
Preferred Qualifications (In Order of Significance)
- Three (3) years of professional experience leading complex application development initiatives, providing technical direction, and mentoring junior staff to support project delivery and organizational objectives.
- Three (3) years of professional experience conducting business and systems analysis, performing feasibility studies, and applying SDLC methodologies to design, enhance, and convert major application systems.
- Three (3) years professional experience leveraging Azure DevOps, CI/CD pipelines, and Microsoft Power Platform, with working knowledge of Salesforce development environments and system integration practices.
- Three (3) years professional experience in vendor management processes, including vendor selection, RFP development, technical proposal evaluation, contract negotiation support, and serving as a primary liaison for vendor troubleshooting, escalations, and service coordination.
- Three years of professional experience utilizing enterprise productivity and compliance tools, including SharePoint, MS Project, MS Visio, Adobe Acrobat/Designer, DocuWare Management Software, and Digital Signature Technologies; with working familiarity with accessibility tools (e.g., JAWS) and compliance standards.
- Three (3) years professional experience applying advanced proficiency in application development and system integrating using ASP.NET, C#, JavaScript, VB.NET, Visual Basic, HTML, CSS, XML, SQL Server, SQL Reporting Services, and Visual Studio with demonstrated experience building and supporting database-driven applications.
- Ability to develop and execute testing plans, scripts, and data validation procedures while ensuring adherence to security standards and maintaining overall system integrity.
- Ability to apply excellent analytical and problem solving skills, and to communicate complex technical information clearly through strong verbal and written communication, including preparing user guides, operational manuals, and system documentation.
- Ability to prepare and deliver effective presentations to diverse audiences, including technical and nontechnical stakeholders and skill in leading workshops, knowledge-transfer sessions, and training activities.
- Microsoft Certified (Azure Developer Associate or Power Platform Developer), Salesforce Platform Developer I/II, PMP or Agile/Scrum, and ITIL Foundation.
