Position overview:
The Illinois Department of Healthcare and Family Services, Division of Finance, Bureau of Budget and Cash Management is seeking to hire a Special Assistant to the Bureau Chief to provide technical assistance in developing and updating projection methodologies to monitor, forecast, and control current year expenditure components for the Department's Budgeting and Cash Management programs. This position performs in-depth research and analysis of issues relating to the Department's budget and the fiscal impact of economic and law changes, compiles data and coordinates progress reports to project anticipated federal matching revenue available to determine total available funding, and reviews, tests, and interprets rate changes, administrative rules, and policies/procedures for the Department’s budget. This position will also develop and update documentation for the Governor's Office of Management and Budget (GOMB), the General Assembly, and public inquiries regarding the defense of the Department’s budget.

Essential Functions
- Under general supervision, serves as the Special Assistant to the Bureau Chief for the Illinois Department of Healthcare and Family Services, Division of Finance, Bureau of Budget and Cash Management by providing technical assistance in developing and updating projection methodologies to monitor, forecast, and control current year expenditure components for the Department’s Budgeting and Cash Management programs
- Performs in-depth research and analysis of issues relating to the Department’s budget and the fiscal impact of economic and law changes
- Compiles data and coordinates progress reports to project anticipated federal matching revenue available to determine total available funding
- Reviews, tests, and interprets rate changes, administrative rules, and policies/procedures for the Department’s budget
- Develops and updates documentation for the Governor’s Office Management and Budget, the General Assembly, and public inquiries regarding the defense of the Department’s budget
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a master’s degree in business or public administration with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research
- Requires one (1) year of progressively responsible professional experience in management operations analysis or the completion of an approved training program
Preferred Qualifications
- One (1) year of experience with a data warehouse and creating ad hoc queries utilizing Bi-Query and/or SQL Assistant
- One (1) year of experience with relational databases, including understanding data coding, analysis of large amounts of data, and data quality
- One (1) year of experience with technical budgetary reports for an organization
- One (1) year of experience in state government or private or public organization dealing with a large fiscal system
- One (1) year of experience working with the principles of governmental accounting, program budgeting, and statistics
- One (1) year of experience drafting and preparing professional correspondence, reports, and documents
- One (1) year of experience utilizing Microsoft Access, Excel, Word, Outlook, Adobe or similar publishing software PowerPoint or similar presentation software, and Internet research
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This includes the ability to work evenings and weekends
