Position overview: 

The Illinois Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Federal Finance is seeking to hire a Special Projects Coordinator for Federal Finance to coordinate Bureau operations relating to HFS’ programs, philosophies, and objectives for the Illinois Medical Assistance and Child Support Enforcement programs. This position will review changes to financial legislation, federal laws and regulations, State statutes and administrative rules, regulations, and guidelines, and analyze potential impact on Bureau operations; serve as the Bureau’s reference and training resource for federal financial reporting and claiming Federal Financial Participation; develop and update presentation material to inform internal and external stakeholders on the Bureau’s role in the Department’s processes for reporting costs, claiming Federal Financial Participation, and drawing in federal revenue; and plan and direct special studies relating to claiming Federal Financial Participation.

The ideal candidate will possess an aptitude for organizing, planning, and methodically assessing problems, evaluating alternatives, proposing solutions, and creating tools to improve bureau operations, staff engagement, and knowledge sharing.

Essential Functions

  • Subject to management approval, serves as the Special Projects Coordinator for the Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Federal Finance by coordinating the Bureau operations relating to HFS’ programs, philosophies, and objectives for the Illinois Medical Assistance and Child Support Enforcement programs
  • Reviews changes to financial legislation, federal laws and regulations, State statutes and administrative rules, regulations, and guidelines, and analyzes potential impact on Bureau operations
  • Serves as the Bureau’s reference and training resource for federal financial reporting and claiming Federal Financial Participation
  • Develops and updates presentation material to inform internal and external stakeholders on the Bureau’s role in the Department’s processes for reporting costs, claiming Federal Financial Participation, and drawing in federal revenue.
  • Plans and directs special studies relating to claiming Federal Financial Participation
  • Reviews and responds to inquiries from other areas within the Department to ensure information is provided accurately and timely
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, insurance and/or finance.

Preferred Qualifications

  • Two (2) years of experience working with state and federal policy as it relates to claiming federal reimbursements for a state’s Medicaid Program
  • Two (2) years of experience reviewing financial legislation, federal laws and regulations, and/or State statutes and administrative rules and regulations for potential impact to a program
  • Three (3) years of experience developing and delivering improvements and/or updates to a major federal program to maintain compliance
  • Three (3) years of experience coordinating and presenting complex information to leadership and executive staff
  • Three (3) years of experience analyzing business processes and writing/revising standard operating procedures
  • Three (3) years of experience utilizing Microsoft SharePoint for document organization, collaboration, and data sharing

  • Requires the ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to job duties
