Then consider working for the Illinois Department of Revenue. We are hiring a Staff Attorney (Technical Advisor II) for our Legal Services Office in Springfield, Illinois. This position is responsible for providing recommendations pertaining to income tax policy, including reviewing and drafting legislation, promulgating administrative rules, issuing letter rulings, and researching income tax statutes in other states. Essential Functions
- Under general direction, performs technical and legal work of general nature.
- Participates as a technical expert in advising key decisionmakers on formulating policies that interpret and apply Illinois tax acts, legislation, administrative rules and judicial decisions.
- Assists supervisor in preparing legal documents for filing with the Secretary of State and Joint Committee on Administrative Rules relative to rulemaking projects.
- Reviews information published by IDOR for accuracy.
- Serves on project teams throughout IDOR to render legal advice interpreting Illinois tax acts, federal statutes, administrative rules and judicial decisions.
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires graduation from a recognized law school.
- Requires possession of a valid license to practice law in Illinois.
Preferred Qualifications
- Two (2) years of experience working with principles of administration and management, including organization, controls and techniques used in dealing with management and procedural problems.
- Two (2) years of experience working with common law and State and Federal laws, particularly relating to administrative and regulatory functions.
- One (1) year of experience working in the field of tax law.
- One (1) year of experience drafting and reviewing legislation.
- One (1) year of experience drafting and reviewing administrative rules and regulations and working with the Joint Committee on Administrative Rules.
- Advanced proficiency working with computer-based research tools related to tax such as LexisNexis, Westlaw or RIA Checkpoint.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
