Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Statewide Employment Recruitment Monitor. Under administrative direction, this position will manage the monitoring of statewide employee recruitment efforts for the DCFS Office of Employee Services (OES), with a focus on functions performed by contractual service providers. The position will monitor and review contractual human resources service providers to ensure contractors fulfill all contractual obligations in an effective, efficient manner and adhere to agreed-upon timelines. It will also collaborate with contractual public relations firms, as well as the Office of Communications, regarding the Department’s publicity efforts to promote employment opportunities. Additionally, the position will manage and review event costs and planning, including the coordination of the transport and storage of supplies and equipment at large events. Essential Functions
- Serves as Statewide Employment Recruitment Monitor.
- Develops and manages budgetary planning and preparation regarding recruitment-related expenditures for each fiscal year.
- Collaborates with contractual public relations firms, as well as the Office of Communications, regarding the Department’s publicity efforts to promote employment opportunities.
- Manages and reviews event costs and planning, including the coordination of the transport and storage of supplies and equipment at large events.
- Travels statewide to attend employee orientation sessions as a representative of the Office of Employee Services.
- Reviews the analysis and research of potential resources and methods of enhancing public representations of the Department’s employment opportunities and other effective methods of distributing information about employment.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college.
- Requires three years of progressively responsible administrative experience in a public or private organization in the field of public relations, marketing, or human resources.
Preferred Qualifications
- Prefers three years of professional experience utilizing analytical skills to analyze and interpret data and report on trends in a public or private organization.
- Prefers three years of professional experience tracking and reporting key performance indicators (KPI) related to customer retention in a public or private organization.
- Prefers three years of professional experience working in the human resources area of a public or private organization.
- Prefers two years of professional experience using Microsoft Forms, Excel, PowerPoint, and Power Bi in a public or private organization.
- Prefers two years of professional experience working independently and exhibiting self-motivation and a strong attention to detail in a public or private organization.
- Prefers completion of a bachelor’s degree in public relations, marketing, human resource management, or business administration.
