Position Overview
The Division of Behavioral Health and Recovery is seeking to hire a Prevention Grant Development and Implementation Specialist. As a grant expert and financial resource, this position provides technical assistance in phases of the grant management process, including Pre-award, Post Award, and Closeout. Many systems are utilized in the process. Examples of some of the systems include Community Service Agreement (CSA) Tracking System, Illinois Accountability, Credibility, Transparency and Sustainability (ACTS), Enterprise Resource Program (ERP), and Systems, Applications, Products (SAP). It will be necessary for the position to provide technical assistance on these systems and others to Division funded entities, service facilitators, other community service agencies and Division staff. Other responsibilities include monitoring and tracking Bureau of Prevention Services grant funding awarded to provider agencies; using data compilation, utilizing scenarios and presentation techniques to prepare documentation and systems entries to initiate contract dollar amount changes; preparing modification documents, Procurement Business Case Forms (PBCs), Contract Adjustment and Approvals Forms (CAAFs) and other related forms, in collaboration with program staff, to properly process these transactions; and working with the DHS Office of Fiscal Services, DHS Office of Contract Administration, and the DBHR Bureau of Business & Fiscal Operations on overall contract processing issues and procedures.
Essential Functions
- Serves as Statewide Prevention Grant Development and Implementation Coordinator for the Division of Behavioral Health and Recovery’s (DBHR) Bureau of Prevention Services.
- Conducts site visits for Substance Use Prevention Programs (SUPPs).
- As a financial resource and grant expert, provides technical assistance on and answers to questions regarding prevention grant proposals, periodic financial reporting, Community Service Agreement (CSA) Tracking System,) Illinois Accountability, Credibility, Transparency and Sustainability (ACTS), Enterprise Resource Program (ERP), and Systems, Applications, Products (SAP) to Department funded entities, service facilitators, other community service agencies and Division staff.
- Monitors and tracks Division’s Prevention grant funding awarded to provider agencies.
- Works with DHS Office of Fiscal Services and OCA and the DBHR Bureau of Business & Fiscal Operations on overall contract processing issues and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires two (2) years of responsible administrative experience in a public or business organization.
Specialized Skills

Of the two (2) years of administrative experience, requires one (1) year of experience in fiscal grants management.
Preferred Qualifications
- One (1) year of professional experience in fiscal grants management.
- Three (3) years of professional experience using data compilation, scenarios, and presentation techniques to prepare documentation and systems entries to create prevention grant agreements and initiate contract dollar amount changes.
- Three (3) years of professional experience coordinating, reviewing, analyzing and maintaining effective fiscal risk assessments that allows for the development of prevention grantee risk profiles to be used to mitigate circumstances of potential fraud, waste, and abuse.
- Three (3) years of professional experience serving as a financial resource and grant expert, providing technical assistance on and answers to questions regarding prevention grant proposals and periodic financial reporting for a public or private organization.
- Three (3) years of professional experience monitoring and tracking awarded prevention grant funding for a public or private organization.
- Three (3) years of professional experience working with contract processing issues and procedures for a public or private organization.

- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
