Essential Functions

  • Performs comprehensive reviews with stakeholders who are signatory to the Illinois Emergency Operation Plan (IEOP) to ensure the basic plan and functional annexes and attachments are current.
  • Coordinates with other state agencies, non-governmental organizations, and mutual aid organizations in the development and preparation of disaster plans and annexes within specified guidelines.
  • Analyzes and organizes complex and varied information for the development of strategic planning tools for enhancement of federally required annual program analysis products.
  • Develops presentations and travels to make presentations to a variety of audiences on state guidance for emergency plan review.
  • Performs other duties as assigned and reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college, preferably with coursework in planning, business or public administration.
  • Requires two (2) years of professional experience in various planning areas, such as regional, urban or emergency management planning. 

Preferred Qualifications

  • Two (2) years of professional experience in planning and process development, such as local, state, or federal governmental agency emergency response planning.
  • Two (2) years of professional experience in defining disaster planning-related needs and problems and formulating applicable recommendations.
  • Two (2) years of professional experience working with staff personnel, professional planners, and various local, state, and federal agency representatives.
  • Two (2) years of professional experience analyzing and relating complex and abstract information and preparing comprehensive written planning reports.
  • One (1) year of professional experience in an emergency management position.

Conditions of Employment

  • A criminal history check through the Illinois State Police.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Requires ability to drive a state-supplied vehicle as needed.
  • Requires the ability to use state-supplied equipment (cell phone, laptop, etc.).
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
