The Illinois Department of Public Health (IDPH) is tasked with the oversight of communities within Illinois to achieve and maintain optimal health and safety.  With an annual budget of over $600 million in state and federal funds, 7 regional offices, 3 laboratories and over 1,100 employees, IDPH is equipped to fulfill its mission of protecting the health and wellness of the people of Illinois through the prevention, health promotion, regulation and control of disease and injury.

Position Overview

Under direction serves as Surveillance Data Manager and statewide Behavioral Risk Factor Surveillance (BRFSS) Manager for the coordination and implementation of the statewide BRFSS health statistics studies. Directs complex studies involving extensive technical statewide and local research and analysis of health surveillance data. Plans and directs the survey research and statistical activities. Using SPSS, SAS, or other statistical software, prepares charts, tables and graphs for inclusion in reports. Conducts program needs assessment reviews. Directs and plans for the design of research projects which includes the development of data collection instruments, field testing research instruments, and the post-test evaluation of research instruments.  Directs staff in the preparation of scientific research data for publication. Serves as working supervisor. 

Job Responsibilities

  1. Serves as Surveillance Data Manager and statewide Behavioral Risk Factor Surveillance (BRFSS) Manager for the coordination and implementation of the statewide BRFSS health statistics studies. Directs complex studies involving extensive technical statewide and local research and analysis of health surveillance data.
  2. Plans and directs the survey research and statistical activities.
  3. Conducts program needs assessment reviews.
  4. Serves as working supervisor.
  5. Directs staff in the preparation of scientific research data for publication.
  6. Confers with officials of other agencies and states to develop and determine new techniques for surveillance systems.
  7. Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.

Knowledge, Skills and Abilities

  • Requires knowledge, skill and mental development equivalent to completion of four-years of college with a degree in mathematics or statistics via either a social science or hard science major.
  • Prefer a Master’s Degree in biostatistics, public health, demography, sociology or epidemiology with course work in public health, statistics, and research methods.  
  • Requires prior experience equivalent to three years of progressively responsible public health-related administrative experience. 
  • Prefers prior experience and skills in statistical and epidemiological analytic principles. 
  • Requires strong working knowledge and skills in SAS, SPSS, or other statistical software, and in using large-size data sets. 
  • Prefers thorough knowledge of survey research and surveillance techniques, including sample design, questionnaire design, question development, data collection, data analysis and data presentation. 
  • Prefers excellent analytic, written and verbal skills.
