ABOUT THE AGENCY:

The Illinois Law Enforcement Training and Standards Board is the state agency mandated to promote and maintain a high level of professional standards for law enforcement and correctional officers. Its purpose is to promote and protect citizen health, safety and welfare by encouraging municipalities, counties, and other governmental agencies in their efforts to upgrade and maintain a high level of training and standards for law enforcement personnel.  The Board is responsible for developing and providing quality training and education, setting professional standards, and aiding in the establishment of adequate training facilities. By constantly adapting to changes in technology, the ever-changing face of crime in the United States, and society's demands on those entrusted with the responsibility of enforcing its laws, the Board plays a crucial role in the professionalization of policing in Illinois.

 

 JOB FUNCTIONS:

Under administrative direction, performs complex professional and advisory functions at the Illinois Law Enforcement Training & Standards Board, exercising substantial creativity and originality to reach the final objective; provides expert guidance to management on impact analysis reports from Configuration and Change Management tools; presents technical information to others with clarity and precision.  Assists lower level technicians with conducting impact analysis using Configuration tools.  Researches, plans, installs, implements, configures, documents, maintains, communicates, coordinates in relationship to hardware, software and operating systems, lifting equipment weighing up to 65 pounds; evaluates and resolves problems and serves on-call for the complex issues; develops complex and sophisticated interface functions between software and servers; serves as project coordinator for full-range major/complex projects, very large hardware/software deployments and installations across multiple agencies and locations. Travels in performance of duties.

 

30%  Performs complex professional and advisory functions at the Illinois Law Enforcement Training & Standards Board, exercising substantial creativity and originality to reach the final objective; provides expert guidance to management on impact analysis reports from Configuration and Change Management tools; presents technical information to others with clarity and precision.  Assists lower level technicians with conducting impact analysis using Configuration tools.  Researches, plans, installs, implements, configures, documents, maintains, communicates, coordinates in relationship to hardware, software and operating systems, lifting and carrying equipment weighing up to 65 pounds; develops complex and sophisticated interface functions between software and servers. Reviews, approves and documents installations and enhancements; coordinates complex enhancements and maintenance.  Travels to offsite locations.

 

25%  Conducts and coordinates in-depth studies involving substantial technical research and system analysis; provides complex technical assistance to clients and technicians pertaining to hardware, software and operating systems.  Conducts reviews of complex components and processes making recommendations for modifications to provide availability, flexibility, and usability for clients; reviews, creates and modifies current configurations, tables, and programs.  Configures and maintains security requirements on servers; updates existing processes for installs and develops processes on configuration of the software that are installed and implemented.  Provide monitoring and reporting of software and servers.

 

20%  Performs advanced problem diagnostics of complex Windows and Linux server operating systems, client/server network configurations, routers, routing protocols, switches, firewalls, VPN, and Internet problems; analyzes data logically and exercise sound judgment in defining, evaluating, and solving difficult and complex  administrative, organizational, technical, or operational problems where solutions may be of a precedent-establishing or research nature; monitors connectivity and utilize software to notify of alerts.  Resolves complex hardware and software problems; performs diagnosis and resolution of systems software problems; confers with vendors to resolve software and hardware problems; serves on-call for difficult issues.   Monitors trouble tickets to ensure acceptable service levels to agencies within listed time frames are being met; escalates time sensitive incidents to appropriate person.

 

 15%  Serves as project coordinator for full-range major/complex projects, very large hardware/software deployments and installations across multiple locations; coordinates, plans, and completes technical concepts including Service Management, Configuration Management, Web applications, Workflow, Data Management, LAN and Network Services; conducts feasibility studies for system conversions and enhancements; determines and coordinates project components such as project scheduling and assignments; assigns and reviews the work of project analyst staff, provides expertise, guidance and direction to staff, reviews result and incorporates individual components of project into the final products.

 

5%  Represents the team by attending meetings and conferences; keeps abreast of developments in the information technology field; maintains continuing education by attending meetings, training, seminars, and conferences to increase familiarity with and remain current with information technology products, vendors, techniques and procedures; travels when held offsite.

 

 5%  Performs all other duties as required or assigned that are reasonably within the scope of the duties enumerated above.

 

 KNOWLEDGE, SKILLS & ABILITIES:

 Requires knowledge, skill, and mental development equivalent to completion of four years college, with course work in Computer Science, or related IT field. Requires prior experience equivalent to three years of progressively responsible administrative experience in computer science or related field with knowledge of administration of a computer operations/production in an enterprise size environment.  Requires extensive knowledge of the methods, procedures and techniques of conducting feasibility studies for system conversions and enhancements.  Requires ability to coordinate the activities of work associates to achieve desired results.  Requires ability to analyze data logically and exercise sound judgment in defining, evaluating, and solving difficult administrative, organizational, technical, or operational problems where solutions may be of a precedent-establishing or research nature.  Requires developed communications skills to present technical information to others with clarity and precision.  Prefers working knowledge of Microsoft desktop packages.  Prefers experience with Cisco, DevOps, Veritas, and Internet Information Server.  Requires a valid driver’s license and the ability to travel. 

 

 Specialized Skills:  Requires three years’ experience in the following: network communication concepts and principles, client/server network configurations, routers, routing protocols, switches, firewalls, VPN, and Internet.  Requires extensive knowledge and experience with administration of Windows and Linux server operating systems and systems management in a large complex enterprise environment; coordinating, planning, and completing complex IT projects; technical concepts including Service Management, Configuration Management, Web applications, Workflow, Data Management, LAN and Network Services.  Prefers knowledge and experience with VMWare technologies, security concepts, and security principles.
