Position overview:
The Illinois Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Fiscal Operations is seeking to hire an energetic Systems Processing Analyst in the receipts and Transfers Unit. This position is responsible for conducting complex accounting and auditing work involving balancing and reconciliation of electronic receipts between the payment processor, Treasurer’s General Ledger, and the Department’s accounting system; conducting complex reviews and auditing of delinquent All Kids cases to verify coverage dates, premium amounts, covered dependents, and case status; entering journal vouchers in the Department’s accounting system for Emergency Revolving Fund (ERF) and cash refunds, and updating, verifying, and reconciling delinquent account reports.

Essential Functions
- Under direction, serves as a Systems Processing Analyst Advanced for the Illinois Department of Healthcare and Family Services, Division of Finance, Bureau of Fiscal Operations (BFO) by independently conducting complex reviews and audits of electronic payments to verify receipts between the third-party processor, Treasurer’s general ledger, and the Department’s accounting system
- Independently conducts complex accounting and auditing work involving detailed account ledgers for Department warrant assistance expenditures
- Tests and develops system enhancements for accounts receivable maintained within BFO by analyzing enhancements to ensure financial management, data collection, and dissemination is compatible with the Department's accounting system
- Enters journal vouchers in the Department’s accounting system for daily disbursements by Emergency Revolving Fund (ERF) and reimbursements received
- Confers with representatives from the Comptroller's Office, Treasurer's Office, and various Department representatives regarding issues within the Receipts and Transfers area
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with courses in business administration and accounting
- Requires two (2) years of professional experience in accounting, external auditing, budgetary planning and control, or public accounting.
