Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as a Tax Compliance Field Audit Manager. This position will direct subordinate regional field auditors engaged in auditing employers’ original books and records for compliance with the Unemployment Insurance (UI) Act. Responsibilities include prioritizing and assigning field cases to subordinate audit staff, reviewing, evaluating, and approving/disapproving completed field investigation reports and recommended follow up actions, and developing and conducting training for all levels of audit staff, from beginner to advanced. This position provides a great opportunity for someone who has a strong knowledge of employment laws and regulations and accounting and auditing procedures and is dedicated to determining accurate unemployment insurance employer contributions. The ideal candidate for this position will have excellent organizational skills, strong leadership skills, extensive experience performing on-site employer audits, and experience supervising a team at a variety of worksites over a large geographical area. Job Responsibilities

1. Serves as Tax Compliance Field Audit Manager for a geographic region of the state

2. Serves as full line supervisor

3. Trains both newly hired and experienced auditors in conducting audits, including but not limited to complicated and/or large-scale audits. 

4. Prioritizes and assigns field cases

5. Represents the agency in matters related to the Field Audit program

6. Keeps abreast of new developments in laws and regulations, including the Unemployment Insurance Act, relating to state and non-state accounting and auditing procedures

7. Performs other duties as assigned or required that are reasonably within the scope of those enumerated above

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in business administration, accounting, finance, and/or auditing, including a minimum of 6 semester hours of progressive accounting courses. A copy of your official college transcripts must be attached to verify the required accounting coursework.

2. Requires three (3) years of professional experience in state or federal tax auditing

Preferred Qualifications (In Order of Significance)

1. Three (3) years of experience in the process of auditing and conducting complex, large-scale, onsite employer tax audits 

2. Experience requiring knowledge of unemployment laws and regulations and applying federal and state unemployment insurance legislation to specific issues regarding liability, employment, and wages

3. Experience working with tax software systems; examples of applicable tax software systems include but are not limited to: GenTax and MyTax Illinois

4. Experience managing a program, including supervising staff, developing long term goals and objectives, and directing activities and operations

5. Experience preparing training materials and conducting training using Microsoft PowerPoint and WebEx

6. Basic proficiency in Microsoft Office Suite, including Word, Excel and PowerPoint 

7. Experience with the grievance and discipline processes contained in bargaining unit contracts

8. Experience speaking to various groups to convey policy and procedures in a manner easily understood by diverse audiences

9. Possession of a valid Illinois license as a Certified Public Accountant or a Master’s degree or higher in accounting, auditing, finance, or a related field

2. Requires ability to travel extensively, including overnight stays
