Then consider working for the Illinois Department of Revenue. We are hiring a Technical Advisor (Public Service Administrator, Opt 2) for our Individual Processing Division located in Springfield IL. The ideal candidate for this position has extensive knowledge of federal and Illinois tax laws; the ability to conduct thorough analysis of policy and system changes to ensure proper implementation; excellent oral and written communication skills; and proficiency with specialized tax software and Microsoft Office software applications. Essential Functions
- Under administrative direction, performs highly responsible functions as the technical specialist for the Individual Processing Division (IPD).
- Coordinates the development and implementation of any system changes requested by IPD section supervisors and Division Manager.
- Examines, researches, and adjusts the more technical/complex/controversial tax accounts.
- Serves as the leader of year-end testing and any other major projects within IPD as assigned by the Division or Bureau Managers (e.g., implementation of new programs).
- Compiles, prepares, and monitors various statistical and management information reports.
- Evaluates and monitors legislation impacting IPD, prepares impact statements and recommends changes to proposed legislative proposals to enhance efficiency of processing and tax collection.
- Serves as a member of IDOR-wide committees assembled to review tax issues (i.e., the design and testing of tax system changes).
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to four years of college preferably with coursework in accounting or finance.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting or finance with related tax accounting work.
Preferred Qualifications
- Four (4) years of experience working with Illinois tax returns, rules, regulations, and processes.
- Four (4) years of experience analyzing tax returns and documents and making independent decisions on complex cases.
- Three (3) years of experience analyzing and developing action plans for implementing and administering changes to tax laws and regulations.
- Three (3) years of experience performing research and coordinating teams to complete detailed projects.
- Three (3) years of experience preparing and maintaining complex statistical and informational reports.
- Four (4) years of experience explaining orally and through written communication information to educate and train others on changes to tax statutes and rules.
- Three (3) years of experience reviewing and providing in-depth analysis and impact statements related to proposed legislation.
- Advanced proficiency using GenTax, MyTax Illinois, or similar tax processing software.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
