Job Responsibilities

This position assists the Benefits Manager in the administration of departmental benefit programs. These include the Deferred Compensation Program, the Commuter Savings Program, the Flexible Spending Program, the State Employees' Retirement System's (SERS) benefits, and the various group insurance plans.

This position reports to the Benefits Manager. There are no subordinates reporting to this position.
This position operates within a service environment with massive workloads, fixed payroll deadlines, and ever­changing policies and program regulations. S/He assists the Benefits Manager in providing benefits related support to department employees and group insurance representatives and ensures that appropriate benefit deductions are applied to payroll. It is the responsibility of the unit to ensure that all payroll information is accurate and in compliance with policies. These policies are complex and numerous layers of regulations must be considered. This requires the incumbent to be organized and well versed in the specifics of these policies, rules, and regulations. The applicable programs include the Deferred Compensation Program, the Commuter Savings Program, the Flexible Spending Program, the State Employees' Retirement System's benefits, and the various group insurance plans which include health, dental, and life benefits. The incumbent must maintain confidentiality, professionalism, and communicate appropriately with all levels of department employees.
Typical problems facing the incumbent include the coordination of numerous levels of policies for each situation. The greatest challenge is to provide the best service in all program areas while meeting fixed payroll deadlines and maintaining the required documentation for all programs administered. An additional challenge is coordinating benefit changes with the Department of Central Management Services (CMS) in resolving discrepancies. This requires the ability to develop tools to enhance the accuracy and efficiency of group insurance and benefit administration functions. The incumbent must always remain organized to ensure strict deadlines are met.
The incumbent assists the Benefits Manager in the administration of the group insurance and benefits programs. This includes disseminating information to the department's group insurance representatives, responding to questions of a routine nature, and resolving issues concerning various benefit programs. This position must stay abreast of CMS policy changes. The incumbent ensures that changes to an employee's elections for deferred compensation, flexible spending, and commuter savings accounts are coordinated with CMS and that accurate

deductions are maintained in the payroll database. These functions require the incumbent to be knowledgeable regarding program policies and procedures and requires additional knowledge of how these programs are integrated into the payroll database. S/He plans and prepares the annual group health insurance benefits fair and flu shot program. The incumbent contributes to a team environment within the unit, serving as a back-up to other staff when needed.
The incumbent is given general latitude to work independently to accomplish routine responsibilities and to apply policies and procedures for the benefit programs. Matters of sensitive or non-routine nature are referred to the Benefits Manager with recommendations for resolution. This position deals continually with information that must remain confidential. S/He processes benefit changes in accordance with CMS policies, union contract rules, and departmental policies.
The incumbent maintains contact with the department's insurance representatives, retirement coordinators, and deferred compensation liaisons. S/He also responds to general inquiries from departmental employees regarding various benefits. Externally, s/he maintains contact with the CMS and various statewide group insurance representatives to maintain accuracy of group insurance and benefit functions.
The effectiveness of this position can be measured by the incumbent's ability to assist with the coordination and administration of various benefits programs while ensuring accurate deductions are maintained in the payroll database.

Principal Accountabilities

1. Serves as a point of contact for group insurance representatives to network questions and resolve issues concerning various benefit programs.
2. Assists in the administration of the group insurance and benefits programs while ensuring that CMS policies are followed.
3. Ensures that changes to an employee's elections for deferred compensation, flexible spending, and commuter savings accounts are coordinated with CMS.
4. Ensures accurate and timely information is processed in payroll in order to prevent any adverse effect on department employees.
5. Plans and prepares the annual group health insurance benefits fair and flu shot program.
6. Assists the Benefits Manager with other group insurance projects and attends meetings with various state agencies regarding benefits programs.
7. Develops tools to enhance the accuracy and efficiency of group insurance and benefit administration functions.
8. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
9. Performs other duties as assigned.

Qualifications

Position Requirements

• Education/Experience:

  • Completion of a bachelor's degree majoring in human resources or business administration;. OR
  • Completion of two years of college plus two years of experience processing insurance transactions, processing benefit adjustments, administering insurance policies and benefit programs, or a combination thereof, OR
  • Six years of experience processing insurance transactions, processing benefit adjustments, administering insurance policies and benefit programs, or a combination thereof

Position Desirables

• Working knowledge of Microsoft Office software, preferably Outlook, Word, and Excel
• Experience using mainframe systems or web-based programs
• Ability to work under rigid time constraints while maintaining accuracy of work product
• Ability to maintain harmonious relationships with employees, agency officials, and the general public
• Ability to maintain confidentiality, professionalism, and work well in a team-oriented environment
• Ability to plan, organize, and execute administrative program requirements in a fast-paced environment within given time constraints.
• Strong oral and written communication skills
