Job Responsibilities

25%  1. Serves as project/team leader on highly complex information technology projects while independently planning, developing and implementing techniques for gathering and interpreting data:

  • Offers technical guidance for staff to follow for completing assignments.
  • Interprets and explains policies and procedures.
  • Monitors project/team work to ensure quality assurance and control measures are applied.
  • Plans, assembles, and manages project teams created for the purpose of the time-limited development or upgrade of major State Agency information technology systems, under the guidance of the Agency CIO.
  • Manages the work assignments of project team members -- either employees or contractors – including Assistant Project Managers, Business Analysts, System Architects, Developers, User Interface Specialists, Database Analysts, QA Specialists, and other individuals required to address defined project resource requirements.
  • Plans, manages, and coordinates the completion of all work assignments specified in the project plan -- assigning and reviewing work, as well as providing guidance and training to team members, as required.

20%  2. Provides project management support:

  • Serves as a resource in the development and coordination of large, complex and technical project plans and project schedules by utilizing project management and business analysis techniques.
  • Translates and summarizes highly technical complex concepts and tasks included in project charters into understandable terms.
  • Translates end-user needs and/or government regulations into a coherent set of detailed business requirements.
  • Serves as a liaison to IT Governance to facilitate projects through the Governance process.
  • Reviews and analyzes status reports, project plans and operational project performance metrics for feasibility, compliance and performance.
  • Develops, monitors and maintains operational performance metrics.
  • Communicates technical project metrics and audit results to Leadership.
  • Maintains and drives the project schedule to ensure the project stays on track.
  • Facilitates issue resolution and tracks project deliverables.
  • Identifies key risks and issues associated with assigned projects and takes action to resolve or mitigate risks, on an ongoing basis.
  • Provides risk management information to Agency management, DoIT, and auditors.
  • Initiates, conducts, and leads ongoing meetings with key project stakeholders, including both end-users and the customers funding the project.
  • Together with the Agency CIO, serves as the primary contact person for high-level project-related design and prototype presentations.

20%  3. Performs project and program management control functions for assigned state agencies' IT projects and programs in assigned State agencies:

  • Creates and tracks weekly status reports, project issue logs, action items and project contact lists utilizing tools such as MS Project, MS SharePoint, MS Power Point, MS Excel, MS Word, MS Visio and the Enterprise Program Management Office Project/Portfolio Management application.
  • Implements and effectively utilizes standard Project Management disciplines including Project/Portfolio Management, Business/Process Analysis, Work/Resource Management, Service Management Software Development Life Cycle Methodologies, Program Management Framework Development, Scope/Constraint Management, Quality Management, Scope Management, Procurement Management, Cost Management, Time Management, Communications Management, Risk Management, Integration Management, and IT Governance.
  • Reviews and evaluates the progress of projects, and updates action items to ensure the goals of Leadership are being carried out.
  • Analyzes and identifies metric trending and performance anomalies related to projects.
  • Communicates results to EPMO management.
  • Identifies, designs, recommends, and implements modifications to project plans to ensure project resources are effectively and efficiently utilized and efforts are in alignment with project deliverables.
  • Travels to other State agencies in performance of duties.

15%  4. Provides State contract and vendor management support on assigned projects to enforce adherence to project scope, budget, timeline, quality, and deliverables:

  • Manages and reports against project and contract expectations, tracks work orders, invoices, change orders, time reporting, etc.
  • Ensures DoIT compliance to State contract requirements related to project objectives by supporting cross-functional, multi-agency team building, change agent networks, oversight committee development, etc.

15%  5. Implements and evaluates standardized policies and procedures as identified by EPMO management:

  • Assists in the development and implementation of new and revised policies and procedures. Devises and directs the development and supporting policies, methods, procedures and forms to implement changes in management functions. Assists in interfacing agency needs with DolT management needs to obtain project objectives.
  • Conducts in-depth management studies involving extensive technical research and analysis of operational performance relative to projects and Service Delivery. Develops statistical reports and performs quantitative and qualitative analysis on various projects. Determines and advises on performance analysis results applicable to the studies. Conducts and coordinates performance management functions in the areas of work measurement, processing, production, and utilization of resources.
  • Researches latest data analysis and performance management technology and the latest requirements provided by the State and Federal government as well as customer agencies. Identifies, recommends and designs modifications to operational processes and procedures to ensure resources are effectively and efficiently utilized and are in alignment with strategic goals.
  • Assists with directing program and project management functions for process documentation and automation. Documents and maps current EPMO work processes with the goal of improving departmental procedures and creating the framework for process improvement and automation.

 

05%  6. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to four years of college with course work in information technology or technical engineering.
  • Requires prior experience equivalent to three years progressively responsible administrative experience in information technology, technical engineering or a related field.

Knowledge, Skills, and Abilities

  • Requires excellent verbal and written communication skills.
  • Requires extensive knowledge of Project Management disciplines.
  • Requires ability to work within a supportive agency program having experience in organization, cultural and process change.
  • Requires ability to utilize agency supplied materials/equipment (i.e., personal computer, cell phone, etc.)
  • Project Management Professional (PMP) certification or equivalent is preferred.

Specialized Skills: Requires three years professional experience as outlined above with the following:

  • Working in a Program Management Office, or in the dedicated project management discipline, managing IT development project teams.
