Position Marketing Statement:  The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking a Telecommunications Specialist. This position performs technical functions relating to communication systems design, analysis, provisioning, and trouble mitigation management of IEMA-OHS’s communication networks. The position is responsible for planning, designing, evaluating, and performing trouble mitigation, and recommending improvement of communication networks used by IEMA-OHS. Essential Functions

  • Under direct supervision, receives training and performs routine technical duties at the developmental level in the coordination, installation and/or alteration of wireless, voice, data, cellular, or deployable IT LAN communications equipment and services.
  • Receives requests for routine voice, wireless, cellular, or deployable video communication systems and services for IEMA-OHS.
  • Assists higher level staff in their coordination efforts of more complex service requests.
  • Participates in training in provisioning, diagnosis, and trouble mitigation of voice, cellular, wireless, and video communications systems located within the customer premises.
  • Maintains and makes minor repairs to communications equipment, to include radio, satellite, and cellular in agency vehicles.
  • Performs emergency response functions during disasters and exercises.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of an Associate’s degree or two (2) years of college with major coursework in electronic engineering, radio/television, telecommunications or data processing.
  • Requires one (1) year of experience in telephone service coordination; telephone sales, installation, and minor telephone repair; IT desktop and/or LAN systems; or other related business experience.

Preferred Qualifications

  • One (1) year of experience working with various voice, wireless, data, IT desktop, and/or IT LAN communications systems and services.
  • One (1) year of experience reviewing service requests for accuracy and completeness to ensure departmental standards and policies are followed.
  • One (1) year of experience as an agency’s telecommunications coordinator.
  • One (1) year of experience in emergency communications.

Conditions of Employment

  • A criminal history check through the Illinois State Police.
  • Ability to use State-supplied equipment (laptop, cellphone, etc.).
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires the ability to deploy 24/7/365, within 4-hours of notification, for a period of not less than 72 hours.
