This position serves as the TPL Section Manager for the Third Party Liability (TPL) section of the Bureau of Medicaid Management Information Systems & Services (MMIS) supporting Department of Healthcare and Family Services (HFS). This position will manage and review technical activities for the maintenance and utilization of TPL midrange applications and other unit subsystems, as well as serve as a full line supervisor. Essential Functions
- Subject to management approval, serves as the Third Party Liability (TPL) Section Manager for the Department of Innovation & Technology (DoIT) supporting the Department of Healthcare & Family Services (HFS), managing and reviewing technical and complex analytical activities for the maintenance and utilization of the TPL midrange applications and other unit subsystems
- Serves as a full line supervisor
- Reviews and analyzes requests from system users
- Consults with users and production staff to discuss system and program problems, develops solutions, and solves problem areas
- Coordinates the testing and implementation of system modifications
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college preferably with courses in management information systems, data processing or telecommunications or directly related fields
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization
- Requires four (4) years of professional experience supervising IT professionals
Preferred Qualifications
- Four (4) years of professional experience overseeing a major computer based information system such as the Third Party Liability (TPL).
- Four (4) years of professional experience planning activities for both short and long term goals, including those with federally mandated deadlines
- Four (4) years of professional experience interpreting statutes, regulations, rules, and policies relating to Third Party Liability
- Four (4) years of technical, analytical experience reviewing system change requests, analyzing and assessing the impact on computer programs, providing a written analysis to the business partner as to the feasibility, cost, development time and return on investment of the requested change
- Four (4) years of professional experience developing and maintaining cooperative working relationships with internal and external stakeholders
- Four (4) years of professional experience with organizational staff planning, utilization and employee motivation to provide training, knowledge transfer and employee development to ensure proper levels of system support are maintained
- Ability to analyze administrative problems and adopt an effective course of action to resolve
- Ability to develop and maintain cooperative working relationships
- Demonstrated verbal and written communication skills
