ICC Overview

The ICC is made up of 2 main segments. The Bureau of Public Utilities and The Bureau of Transportation. 

Public Utility Services

Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.

Transportation Services

Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission’s Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.

Essential Functions

Under direction, coordinates and facilitates communication between industry representatives, specific to compliance issues, through telephone contact or written correspondence with members of regulated industries and provides services to these industries consistent with the interpretation of various laws, rules and regulations administered and enforced by the Transportation Bureau of the Illinois Commerce Commission.


1.Processes applications received via walk-in traffic, mail, fax or e-mail for licenses, permits,registrations, certificates and other credentials through the electronic database.


2.Properly identifies regulated entity demographics and reviews file to ascertain whether activeauthority is already on file. Enters application information into electronic database. Verifiescompliance related issues including insurance, corporate status, financial responsibility, criminalbackground checks and inspections. Validates applications and fund instruments. Issues licenses,permits, registrations, certificates, and vehicle indicia. Performs document filing, scanning anddocketing. Updates electronic scheduling systems regarding case events.

 

3.Properly identifies regulated entities and reviews authorities/credentials to ascertain active authority is maintained. Enters and maintains various data to assure correct information is available for Illinois Commerce Commission (ICC) staff, ICC police and other enforcement personnel. Reviews information entered in electronic filing systems for accuracy. Informs regulated entities of the impending suspension and/or possible revocations of their license, authority, or credential.


4.Validates the insurance information specific to the entity involved. Maintains and files hard copy and computerized insurance information and related activities correspondence. Acts as liaison between regulated entity and insurance company to assure all filings are properly and timely filed. Verifies insurance information on the electronic database for various law enforcement agencies that proper insurance is on file with the Commission. Monitors insurance status and generates the necessary correspondence regarding the cancellation of insurance filings.

5.Conducts system review and suggests proposed changes in existing computer operations by providing feedback to management for proposed enhancements.


6.Assist customers in the Walk-in Center with the application process and assists with completion of required forms as needed.


7.Assists with gathering records for FOIA requests, audits, and record retention.


8.Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

•Requires equivalent of a high school diploma.
•Requires two years of office experience working with businesses and individuals in a regulated environment.

Preferred Qualifications

•Prefers one year of customer service experience.
•Prefers two years of college coursework.
•Prefers familiarity with regulation under the Illinois Commercial Transportation Law.
•Prefers the ability to interpret various computer reports and other complex documents.
