Postion Overview
This position provides technical support, analytical expertise, both internally and externally, for transit-related planning activities. This position is responsible for developing and managing internal transit planning studies and administering state and federal planning grants to transit operators and other agencies as assigned. This position is responsible for preparing the transit portion of the multimodal Multi-Year Program (MYP). The incumbent maintains a proactive working relationship with the Office of Intermodal Project Implementation (OIPI) and public transportation operators. This position manages fund transfers and approvals for the use of transportation development credits for transit agencies.
Essential Functions
- Ensures timely preparation of the transit portion of the multimodal Multi-Year Program (MYP).
- Leads and oversees the development and implementation of the Illinois Statewide Public Transportation Plan. Creates progress reports and updates the plan as needed.
- Ensures accurate and timely maintenance of public transportation operating data, funding data, and grant status.
- Participates in the development of internal and external plans, studies, and research projects to represent program and department priorities.
- Reviews and analyzes transportation development credits requests and federal funding transfers.
- Handles issues for the Transit Program Planning Manager in their absence.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor’s degree majoring in transportation planning, geography, civil engineering, business administration, public administration, public policy, economics, or political science PLUS two years of related experience in transportation, transit urban/regional planning, or a combination thereof; OR eight years of related experience in transportation, transit urban/regional planning, or a combination thereof.
Preferred Qualifications
- Working knowledge of state and federal funding programs and processes.
- Familiar with transit agencies’ structures, services, and local funding capabilities.
- Familiar with transit data sources, federal and state statutes, and legislative processes.
- Strong familiarity with multimodal transportation concepts.
- Ability to plan and direct efforts of statewide plans for efficient accomplishment of program objectives.
- Ability to plan, organize, and execute administrative or technical program requirements.
- Experience with public engagement, long/short-range planning, or strategic planning.
- Proficiency in Microsoft Office, PowerPoint, Excel, and Word.
- Strong oral and written communication skills.
