The Department of Innovation & Technology (DoIT) is seeking an organized, professional and results-oriented individual to serve as the Talent Acquisition Director to lead the Department’s talent acquisition and hiring initiatives. This position possesses full administrative authority to determine and execute all related policies, procedures, processes and programs. The ideal candidate will have talent acquisition and hiring experience, excellent organizational skills and strong leadership abilities. Essential Functions
- Subject to management approval, serves as the Talent Acquisition Director for the Department of Innovation & Technology (DoIT), developing, establishing, and implementing agency policies, procedures, rules and regulations for the Department’s Talent Acquisition program which includes Group Hiring and Enterprise Hiring.
- Exercises principal programmatic responsibility for all processes and procedures for Talent Acquisition including developing, implementing, reviewing, and evaluating DoIT’s state-wide talent acquisition activities in support of DoIT’s group and enterprise-wide operational needs.
- Directs the DoIT hiring process to ensure compliance with the Department of Central Management Services (CMS), CEP, Personnel Rules, Personnel Code, Collective Bargaining Agreements and Shakman Decree.
- Through subordinate managers, directs, reviews and evaluates DoIT’s talent acquisition activities, conferring with subordinate managers to develop and coordinate section operations to ensure efficiency of processes and effective utilization of resources.
- Serves as full-line supervisor.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in public or business administration.
- Requires four (4) years of progressively responsible administrative experience in human resources talent acquisition, or employment marketing in a public or business organization.
- Requires three (3) years of experience supervising a team of human resources/talent acquisition staff.
Preferred Qualifications
- Four (4) years of professional experience in talent acquisition, hiring, and/or employment marketing.
- Four (4) years of professional experience in the development of talent acquisition/human resources strategies, polices, processes, and procedures for improvement of program services.
- Four (4) years of experience ensuring statutory, regulatory or policy compliance.
- Four (4) years of experience utilizing and interpreting the IL Personnel Code, Personnel Rules, Pay Plan, Collective Bargaining Agreements, Executive and Administrative Orders and the IL Central Management Services (CMS) Comprehensive Employment Plan (CEP), or similar.
- Thorough knowledge of the State of Illinois interview and hiring processes, or similar.
- Ability to analyze administrative problems and adopt an effective course of action.
- Ability to develop and maintain cooperative working relationships.
- Demonstrated verbal and written communication skills.

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General for the Agencies (OEIG) of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
- Requires the ability to work overtime including scheduled, unscheduled, short notice, evenings, weekends and holidays.
- Requires the ability to travel.

Term Appointment:
