Position Overview: 

 

The Illinois Department of Revenue (IDOR) is seeking to hire a Technical Advisor to work in the Business Processing Division (BPD). BPD administers Business Income Tax (BIT), Replacement Tax, and Withholding Income Tax (WIT) for IDOR, and the Technical Advisor ensures smooth operations by serving as the technical specialist for the Division. The Technical Advisor resolves highly technical and sensitive tax issues; revises, creates, and implements procedures; identifies the impact of changes to laws and policies; leads major projects within the Division; and trains staff on new or revised policy. The ideal candidate for this position has extensive knowledge of federal and Illinois tax laws, specifically BIT and WIT; the ability to conduct thorough analysis of policy and system changes to ensure proper implementation; excellent oral and written communication skills; and proficiency with specialized tax software and Microsoft Office software applications.

Essential Functions

  • Under administrative direction, performs highly responsible functions as the technical advisor for the Business Processing Division (BPD).
  • Serves as the team leader for year-end testing and other major Division projects (e.g., implementation of new programs) as assigned by the Division or Bureau Manager.
  • Monitors and coordinates activities for Solution Requests (SQRs) or other system change requests written by or having an impact to BPD.
  • Compiles, prepares, and monitors various statistical and management information reports.
  • Serves as a member of agency-wide committees and test teams assembled to review tax issues (e.g., the design and testing of tax system changes).
  • Identifies training needs of Division staff and makes training recommendations to the Division Manager.
  • Examines, researches, and adjusts the more technical/complex/controversial tax accounts.
  • Serves as Division liaison to Office of Publications Management (OPM) for new and revised form designs.
  • Evaluates and monitors legislation impacting the Division.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college, preferably with courses in finance or accounting.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience working with state and federal tax laws.

Preferred Qualifications

  • Four (4) years of experience processing Illinois business and withholding income tax returns and accounts, including experience working with the returns, rules, regulations, and processes and utilizing the GenTax system or similar tax software systems.
  • Three (3) years of experience developing action plans, business rules, edits, and requirements to implement required changes to business tax returns, laws, rules, and regulations.
  • Three (3) years of experience performing research and coordinating teams to complete detailed projects.
  • Two (2) years of experience explaining orally and through written communication information to educate and train others on changes to tax statutes and rules.
  • Intermediate-level proficiency with Microsoft Excel or similar spreadsheet software.
  • Three (3) years of experience creating and maintaining complex statistical and informational reports.

Conditions of Employment

  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
  • This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
