ICC Overview
The ICC is made up of 2 main segments. The Bureau of Public Utilities and The Bureau of Transportation.
Public Utility Services
Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.
Transportation Services
Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission’s Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.
Job Responsibilities
Under general supervision, in the Accountability and Ethics Section, performs technical and legal work of a general nature involving responsibility for representing staff in various matters before the Administrative Law Judges of the Illinois Commerce Commission (ICC), for representing the ICC in various state and federal courts, and for providing legal advice to the ICC when it files comments on various matters pending before the Federal Communications Commission (FCC) and the Federal Energy Regulatory Commission (FERC).

- Conducts investigations to determine statutory compliance by applying legal methods and procedures with reference to the legal implications involved.
- Researches and provides legal analysis and advice on various matters that are pending before the ICC and on various issues that arise during the course of the day.
- Represents staff before Administrative Law Judges at the ICC on various docketed matters.
- Reviews legislation, analyzes proposed legislation, and advises on legislative initiatives.
- Represents the ICC before the courts on matters resulting from Commission action or other matters affecting the ICC.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Knowledge, Skills, and Abilities
The minimum requirements for this position include a law degree and a license to practice law in the State of Illinois, extensive knowledge of the personal computer and its related software programs and applications, and superior oral and written English communication skills.
