We are hiring a Technical Individual Income Tax (IIT) Advisor (Public Service Administrator Opt. 2) for our Taxpayer Assistance Division in Springfield, IL. This position is responsible for providing technical guidance and assistance in resolving operational issues, developing and implementing the IIT training curriculum, speaking at public outreach events, developing, reviewing and writing the IIT procedural manuals and directs, coordinates, and participates in special projects and test teams.  If you have strong analytical and oral/written communication skills as well as current knowledge in Illinois and Federal sales tax laws, tax returns and documents, then we want you! Essential Functions

  • Under administrative direction, provides extensive technical tax consultation services and in-depth technical analysis of a variety of complex and/or sensitive or controversial tax issues relating to Individual Income Tax (IIT) for the Taxpayer Assistance Division Manager and the Customer Services Bureau Manager.
  • Develops training curriculum and conducts structured, technical training classes for the Customer Service Bureau concerning various tax issues.
  • Provides technical guidance and assistance in resolving procedural, processing, and technical tax issues which lower-level staff are unable to process.
  • Provides technical input for the development of legislative proposals and policy changes relative to the tax systems and all phases of the IIT tax processes.
  • Analyzes, composes, reviews, and revises IIT operating procedures and manuals, IDOR policy letters, bulletins, schedules and schedule instructions, IDOR policy, internal procedures, guidelines, workflows, tax forms, correspondence, bills, and notices utilizing historical documents, memos, etc., to ensure technical accuracy.
  • Conducts management studies of IDOR policy, procedures and needs, proposals for implementation of new programs, policies, and initiatives.
  • Serves as primary resource for resolving sensitive or urgent inquiries initiated within the executive or legislative branches, Director’s staff, other State Agencies, Federal office holders, and senior management personnel.
  • Assists and serves as back-up to the Sales and Use Tax and Business and Withholding Income Tax technical staff to ensure continuity and consistency in training, forms review, testing, outreach events, etc.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business administration, accounting or finance.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting or finance with related tax accounting work.

Preferred Qualifications

  • Three (3) years of experience working with current Illinois and Federal tax laws, rules and regulations.
  • Three (3) years of experience working with Individual Income Tax and Business Income Tax or Withholding Income Tax.
  • Advanced proficiency using GenTax, MyTax Illinois, or similar tax processing software systems.
  • Three (3) years of experience analyzing tax returns and documents, making independent decisions on complex cases.
  • Two (2) years of experience reviewing proposed legislation, identifying issues, creating analysis, proposing solutions and implementing approved changes.
  • Three (3) years of experience developing training materials and conducting structured training programs or classes.
  • Three (3) years of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
  • Two (2) years of experience identifying issues, proposing solutions and defending proposed changes.

Conditions of Employment

  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
