Position Overview

The Department of Insurance is seeking to hire a Technical Project Manager. This position serves as the policy formulating manager of the Data Reporting Section and plans, organizes, executes, controls and evaluates the operations of a variety of complex, technical projects to ensure that property and casualty and life, accident and health insurance companies operating in the State of Illinois are effectively regulated to maintain financial solvency;  serves as spokesperson representing the Chief Deputy Director of Financial Solvency at various internal and external meetings often of a sensitive and confidential nature; represents the Department in complex and controversial matters concerning actuarial and various other technical services; assists the Chief Deputy Director in representing the Department with other State and Federal agencies concerning the financial and corporate regulation of insurance company issues that affect the Department and other agencies; assists the Chief Deputy Director through coordination of the Department's participation in the activities of the National Association of Insurance Commissioners (NAIC); organizes the goals and objectives of the Data Reporting Section; serves as full-line supervisor. Essential Functions

  • Plans, organizes, executes, controls, and evaluates the activities of the Data Reporting Section through management personnel involved in the technical services relating to producing various reports of insurance companies, health maintenance organizations, limited health service organizations, risk retention and purchasing groups, worker's compensation, automobile pools and charitable trusts.
  • Assists the Chief Deputy Director of Financial Solvency with various complex projects.
  • Manages and leads the overall financial effort related to Insurance Business Transfers and Corporate Divisions and assists with reviews of demutualizations.
  • Serves as full line supervisor.
  • Assists the Chief Deputy Director of Financial Solvency through coordination of the Department's participation in the activities of the National Association of Insurance Commissioners (NAIC).
  • Serves as spokesperson representing the Chief Deputy Director of Financial Solvency at various internal and external meetings often of a sensitive and confidential nature.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in higher mathematics, such as calculus, probability, and statistics.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in the actuarial field, preferably with experience managing actuarial or technical teams.

Preferred Qualifications

  • Prefers Associateship or Fellowship in the Casualty Actuarial Society or Society of Actuaries.
  • Prefers thorough knowledge of agency actuarial and technical project responsibilities and objectives.
  • Prefers at least four (4) years of experience managing a major agency program.
  • Prefers at least four (4) years of professional supervisory experience.
  • Prefers at least four (4) years of experience developing and maintaining cooperative working relationships.
