Essential Functions

  • Performs complex professional and advisory functions in support of the Illinois Medicaid Program Advanced Cloud Technology Project (IMPACT) and other program initiatives
  • Manages team of technical staff and contractors responsible for identifying technical requirements, developing technical specifications, and assisting with application development, testing and implementation
  • Oversees appliance and software installations and integration, design and build of systems architecture, and application development efforts
  • Leads efforts to work collaboratively with HHS agencies and other key stakeholders to translate business requirements into technical specifications
  • Delivers technical specifications and detailed design documents to meet stakeholder requirements
  • Coordinates technical security planning efforts for IMPACT and other program initiatives in accordance with State of Illinois cybersecurity strategy
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above

Minimum Qualifications

  • Bachelor’s degree in computer science, information technology, business or related field, or equivalent work experience

Preferred Qualifications

  • Minimum 5 years of increasingly responsible project management experience, particularly information technology projects
  • Thorough knowledge of hardware and software, languages, and procedures to provide assigned technical and analytical services
  • Comprehensive understanding of network architecture and client/server technology
  • Expert level database administration skills
  • Software development skills and experience
  • Knowledge of Business Intelligence tools
  • Working knowledge of Microsoft Word, Excel, PowerPoint, Project
  • Keen analytical problem-solving skills
  • Strong verbal and written communication and presentation abilities
