Position Overview

The Illinois Department of Innovation and Technology (DoIT) is seeking a Technology Management Administrator to lead our team supporting the Illinois Department of Human Services (IDHS). The DoIT Team at IDHS is leading a transformation to modernize the way citizens interact with the State of Illinois agency responsible for providing a wide variety of services to Illinois residents. The DoIT team at IDHS is seeking to hire a candidate with strong technical and people skills to serve as the Technology Management Administrator.  The Technology Management Administrator is responsible for managing technical staff that supports IDHS’s information technology architecture, infrastructure, accessible technology, and data base management.  The successful candidate will need to be highly analytical, professional, communicate effectively, and possess excellent organizational skills.  We invite qualified candidates to join our professional IT team as we transform technology for the State of Illinois!

Job Responsibilities

  1. Serves as the Administrator for Technology Management (TM).
  2. Evaluates the efficiency and effectiveness of the development standards within DHS.
  3. Serves as a full-line supervisor.
  4. Manages all database models, reporting and warehouse efforts.
  5. Manages the integration of technologies across DHS boundaries to make the best of resources available to DHS.
  6. Prepares status reports, issues papers, presentations and other required documentation in support of the activities.
  7. Researches new technologies and platforms, etc.
  8. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Requirements

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years college preferably with courses in computer science, operations analysis and/or business or public administration.
  2. Four (4) years progressively responsible administrative experience with a computer-based management information system with large scale implementations.

Preferred Qualifications (in priority order)

  1. Bachelor’s degree with significant course work in management information systems, computer science, or a related field.
  2. Four (4) years of professional experience supervising professional information technology staff.
  3. Four (4) years of professional experience conducting research and case studies on leading edge technologies for an information technology public or private organization.
  4. Four (4) years of professional experience working with a large-scale management information technical infrastructure.
  5. Four (4) years of professional experience working with database processes for an information technology public or private organization.
  6. Four (4) years of professional experience developing technology status reports, issues papers, and presentations for an information technology public or private organization.
  7. Four (4) years of professional experience conducting reviews, specification conformance testing, and performance testing as defined by the architecture, standards and best practices.
  8. Four (4) years of professional experience working with medium to large scale Java, J2EE, Java Server Faces, and DB2-based applications and DB2 for z/os, DB2 for AIX, AIX administration, SQL Service, IMS and Content Management for an information technology public or private organization.
  9. Four (4) years of professional experience working with application development processes for an information technology public or private organization. 
  10. Four (4) years of professional experience interacting with and communicating in oral and written form with internal and external stakeholders.

Conditions of Employment

Term Appointment:
