We are hiring a Telecommunications & Badging Supervisor (Executive II) for our Property Management Division located in Springfield, Illinois. This position serves as the statewide Telecommunications Systems Program Manager and is the technical expert for the Department of Revenue. This position also serves as the Badging Systems Program Supervisor and Security Access Control Authority for IDOR. Essential Functions
- Under general direction, serves as the statewide Telecommunications Systems Program Manager and technical expert for the Illinois Department of Revenue (IDOR), exercising broad administrative and policy discretion in planning, directing, and evaluating all telecommunications operations and infrastructure initiatives.
- Serves as the Badging Systems Program Supervisor and Security Access Control Authority for IDOR, providing leadership and oversight of physical access control and credentialing systems, and exercising judgment in interpreting and implementing security policy, technology standards, and compliance mandates.
- Activates, issues, deactivates, and collects all wireless devices assigned to IDOR staff.
- Administers the Telecom Invoice Approval (TIA) application.
- Serves as working supervisor.
- Maintains statewide telecommunications inventory for IDOR.
- Serves as telecommunications liaison to DoIT.
- Serves as the back-up to Security and Space Manager and/or Division Manager during absences, as assigned.
- Completes the annual verification of telecommunications services (i.e., Centrex and business lines, wireless devices and services, voicemail).
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
- Requires two years of responsible administrative experience in a public or business organization.
Specialized Skills
- Requires three years of direct work experience managing a Voice Over Internet Protocol (VoIP) system.
- Requires two years of direct work experience managing call center processes, requirements, and service requests.
- Requires two years of direct work experience utilizing Hirsch Velocity Security System software or similar integrated security management system.
- Requires two years of direct work experience coordinating, developing, and processing building access requests.
Preferred Qualifications
- Three (3) years of direct work experience managing a Voice Over Internet Protocol (VoIP) system.
- Two (2) years of experience managing call center processes, requirements, and service requests.
- Two (2) years of direct work experience utilizing Hirsch Velocity System software or similar integrated security management system.
- Two (2) years of direct work experience coordinating, developing, and processing building access requests.
- Four (4) years of experience determining the telecommunication needs and requirements for a large public or private organization.
- Two (2) years of experience developing, implementing, and evaluating new and revised methods, procedures, policies, and performance standards.
- Two (2) years of knowledge of the principles of governmental accounting, program budgeting, personnel, statistics, and procurement, as it relates to security and information technology.
- Four (4) years of experience working with wireless services; programming and maintaining cellular devices (i.e. iPhone, Android) for a large public or private organization.
- Four (4) years of experience reviewing the functionality of all-access control and video conferencing systems and components for a large public or private organization.
- Two (2) years of experience developing and managing a small agency function program.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
- Requires ability to work overtime at various times outside of normal office hours to meet deadlines.
- Requires the ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
