Position overview:
The Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Collection Services is seeking to hire a highly motivated Third-Party Liability Provider Recovery Supervisor. As working supervisor, this position will assign and review assignments, provide guidance and training to assigned staff, approve time off according to operational needs, and prepare and present employee performance evaluations. The ideal candidate will possess excellent verbal and written communication skills, as communication with customers, health insurance companies, health providers, and internal entities is a vital part of this position. This position will require research to determine Medicaid and Medicare benefits, analyze federal and State regulations as they pertain to Medicare Part A/Involuntary Provider Reimbursement Process and Part B/SMIB Buy-In.

Essential Functions
- Under general direction, serves as the Third-Party Liability (TPL) Provider Recovery Supervisor for the Department of Healthcare and Family Services, Division of Finance, Bureau of Collection Services by planning, organizing, and evaluating Patient Credit Balance Identification and Collection Initiative to recover duplicate and/or overpayments from medical providers as allowed by the Medicare Recovery Reform Provisions
- Plans, organizes, and evaluates the Medicaid/Medicare coordination of benefits (COB) State and federally mandated regulations of Medicare Recovery Programs resulting in the TPL billings to providers and/or hospitals for the recovery of Medicaid payments
- Serves as working supervisor
- Organizes goals and objectives of the Provider Recovery Program
- Plans, directs, and evaluates the utilization of fiscal management, personnel management, program development, and public relations for the Provider Recovery Programs
- Confers with management regarding the section’s debit/credit process
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, preferably with course work in business or public administration
- Requires two (2) years of responsible administrative experience in a public or business organization
Specialized Skills
- Two (2) years of professional experience with Medicare Coordination of Benefits State and Federal regulations, health insurance/Medicare recovery reform provisions, Supplemental Medical Insurance Benefits (Part B/SMIB) Buy-In, and Health Insurance Benefit (Part A/HIB) eligibility requirements
- Two (2) years professional experience with the Social Security Act/ Heath Insurance Portability and Accountability (HIPAA) Standards
- Two (2) years of professional experience interpreting Explanation of Benefits (EOB)/payment to research and challenge insurance company and provider refund requisitions due to overpayments
Preferred Qualifications
- Two (2) years of professional experience with Medicare Coordination of Benefits State and Federal regulations, health insurance/Medicare recovery reform provisions, Supplemental Medical Insurance Benefits (Part B/SMIB) Buy-In, and Health Insurance Benefit (Part A/HIB) eligibility requirements
- Two (2) years professional experience with the Social Security Act/ Heath Insurance Portability and Accountability (HIPAA) Standards
- Two (2) years of professional experience interpreting Explanation of Benefits (EOB)/payment to research and challenge insurance company and provider refund requisitions due to overpayments
- One (1) year of experience supervising staff with management and leadership skills
- Two (2) years of professional experience communicating with healthcare corporations or facilities, financial institutions, legal organizations, and other entities
- Two (2) years of experience managing case records
- Two (2) years of experience utilizing Microsoft Excel, Word, and Outlook
