Essential Functions

  • Under general direction, serves as the Timekeeping Lead for the Department of Innovation & Technology (DoIT) performing the full range of highly responsible, complex, specialized and confidential duties relating to master timekeeping functions.
  • Reviews and evaluates office procedures to ensure all records are processed and maintained in accordance with statutory and state regulations and policies.
  • Serves as designated lead worker.
  • Prepares, correspondence, memorandums, charts, graphs, and other required documentation.
  • Serves as a backup for security badging functions performing confidential duties related to all security badge functions.
  • Keeps abreast of new developments related to timekeeping functions by continuing education through attendance at meetings, training sessions, seminars and conferences to increase familiarity with and remain current on products, vendors, techniques and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
     

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to four (4) years of college
2. Requires two (2) years of professional human resources experience
 

Specialized Skills

1. Requires two (2) years of professional experience in State of Illinois timekeeping processes or similar timekeeping processes.
2. Requires two (2) years of professional experience interpreting timekeeping rules, regulations, processes and policies to provide advice and guidance to management and staff. 
3. Requires two (2) years of professional experience with timekeeping related systems such as Central Time & Attendance System (CTAS) and eTIME or similar timekeeping systems.
 

Preferred Qualifications

1. Two (2) years of professional experience in State of Illinois timekeeping processes or similar timekeeping processes
2. Two (2) years of professional experience interpreting timekeeping rule, regulations, processes and policies to provide advice and guidance to management and staff.  
3. Two (2) years of professional experience with timekeeping related systems such as Central Time & Attendance System (CTAS) and eTIME or similar timekeeping systems.
4.  Two (2) years of professional experience conducting complex analysis and resolving complex timekeeping issues to ensure compliance with personnel rules and collective bargaining agreements.
5. Two (2) years of professional experience utilizing Microsoft Office products (e.g., Word, Excel, PowerPoint) to prepare correspondence, memorandums, charts, graphs, and other documentation for management.
6. Two (2) years of professional experience compiling and preparing responses to internal and external audit requests, maintaining confidential files, and staying up to date with administrative and policy bulletins related to timekeeping procedures.
7. Two (2) years of professional experience in a lead worker role
8.  One (1) year of professional experience providing timekeeping training.  
9.  Ability to perform confidential tasks including, but not limited to, identifying and reporting concerns related to employee security badges and maintaining confidential employee information related to timekeeping. 
10. Developed verbal and written communication skills to present information to others with clarity and precision.
