Position Overview

Under general supervision of the Program Coordinator (PC), the Tobacco Compliance Specialist (TCS), will conduct tobacco retailer inspections to measure compliance for tobacco minimum-age, marketing and advertising laws in conjunction with the Food and Drug Administration (FDA) contract and State Synar Amendment regulations which require states to have laws and enforcement programs for prohibiting the sale and distribution of tobacco to persons under 21;conducts all pre-screenings of areas selected for inspection to determine if safety issues are present and determines efficient travel routes to efficiently complete the compliance checks.; and, TCS is responsible for the training of the Underage Participant (UP) on the compliance checks procedures; completes required paperwork for the UP’s participation; and, supervises/conducts the inspections.

Job Responsibilities

  1. Travels to conduct on-site monitoring throughout the state to perform tobacco retailer inspections and related documentations to meet Synar Amendment and FDA obligations to assess the degree of compliance with Synar and FDA obligations. 
  2. Responsible for coordinating the schedules of inspection team members with multiple UPs throughout the state to perform inspections at selected tobacco retailers. Oversee compliance check as UP's purchase attempt of tobacco products at selected tobacco retailers and complete all necessary documentation. Along with team, coordinate the required data collection for report.   Ensure all advertising and marketing compliance are also conducted at the appropriate time on each tobacco retailer visited. At the conclusion of the day's compliance checks, the inspection team will review each inspection form for accuracy. Complete all necessary reports for daily activities and travel in a timely manner.
  3. Coordinate with local law enforcement to conduct pre-screening of areas selected for inspection of tobacco retailers to assess the environment of the selected retailers.
  4. Conduct training sessions for the UPs, with accompanying parent if UP is under 18, including a scripted presentation illustrating the steps that will be taken during a compliance check; completion of indoctrination forms; and role playing exercises to ensure preparedness of UP.
  5. Participate in various training workshops for the TCS which includes a review of previous State Annual Survey results; state laws and regulations regarding compliance checks; Illinois Survey Sampling Methodologies; UP recruitment policies and procedures; UP training guidelines; compliance check procedures inspection form; data collection; reporting procedures; and, stratum assignments.

Minimum Qualifications

  1. Must possess a four (4) year degree.
  2. Two years of experience working in a professional environment with experience conducting inspections, completing reports, training and communicating with the public is required. 

Preferred Qualifications (in priority order)

  1. Compliance testing and law enforcement experience is preferred.

Conditions of Employment

  1. Must be willing to work a variety of hours including days, evenings and weekends as it is a requirement of this position. Personal schedule must be flexible to facilitate coordination with other members of the inspection team.
  2. Conditions of employment: A valid driver's license; each inspection team is provided one state vehicle, but reliable transportation is required to and from designated locations for team members; ability to travel extensively with some overnight stays; minimum auto insurance coverage for bodily injury of $250,000 per person/$500,000 per occurrence and $100,000 property damage per occurrence. Smoking and ingesting tobacco products in the presence of inspection teams is not permissible.
  3. Must reside in Madison County or St. Clair County.
