Position Overview

The Illinois Department of Natural Resources Division of Law Enforcement is hiring a Conservation Police Training Lieutenant. This position prepares and supervises in-service training programs for Conservation Police Officer Trainees, prepares necessary teaching contracts, develops and coordinate the Office's Recruit Training Program, Firearms Training Program, the annual Line Officers School and the Office's Intern Program. This position also evaluates all program functions and makes recommendations to the Division Administrator regarding necessary changes to meet goals and objectives, develop, monitor and submit fiscal request for each program and work with other Division Administrators in developing the statewide plan of work. Essential Functions

  • Under general direction, Plans, develops and implements centralized and decentralized professional career development training for the Office’s sworn law enforcement personnel.
  • Plans, develops, and coordinates the Office’s Recruit Training program.
  • Plans, develops and coordinates the implementation of Firearms Training Program.
  • Evaluates all program functions on a regular basis and makes recommendations to the Division Administrator for implementation of necessary changes, new methods, techniques, activities and management guidelines to meet office goals and objectives.
  • Acts as a liaison with other Federal, State, County and Municipal police agency training program administrators coordinating intra-inter agency cooperative law enforcement training.
  • Coordinates, implements and evaluates the Office’s Intern Program.
  • Develops and submits to the Division Administrator annual fiscal requests for each program.
  • Develops the Program’s annual plan of work and manages the implementation of the work plan providing guidance’s to ensure the most efficient use of personnel and fiscal resources.
  • Enforces all Illinois Revised Statues, Administrative Rules and applicable Federal laws.
  • Performs duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of a bachelor’s degree, preferably with major coursework in either law enforcement, social justice, and social sciences, or in a related conservation field such as forestry, or natural resource management, biological and physical sciences; equivalent training or related experience as a law enforcement officer or related technical conservation resource/ public lands management experience may be substituted on a year-for-year basis.
  • Requires one-year supervisory law enforcement experience as a certified Conservation Police Sergeant or equivalent law enforcement experience.

Preferred Qualifications

  • Prefers one (1) years of law enforcement experience as a Conservation Police Sergeant.
  • Prefers completion of the Illinois Law Enforcement Training and Standards Board 32-Hour Instructor Development Course.
  • Prefers two (2) years of work experience as a certified law enforcement Field Training Officer or a minimum of 12 weeks of experience as a law enforcement Academy Advisor.
  • Prefers thorough knowledge of an outdoor recreational participant’s habits, methods, techniques, and means of evading Conservation laws.
  • Prefers thorough knowledge of proper investigation and arrest procedures, confiscation and handling of evidence, and prosecution procedures.
  • Prefers four (4) years of experience operating and maintaining equipment necessary to perform the assigned duties of a
    Conservation Police Officer, i.e. motor vehicles, bicycles, motorcycles, two-way radios, mobile data computer, watercraft,outboard motors, firearms, snowmobiles, all-terrain vehicles, radar speed meters, and sonar depth finders.

  • Requires ability to respond to special enforcement operations and incidents requiring immediate response. 
  • Requires ability to effect physical arrests.

Conservation Police Officers are vested with full state-wide police authority and are trained to the highest standards for law enforcement professionals in Illinois.  

 

In addition to these enforcement responsibilities, Conservation Police Officers serve as an important link between the Department and its various constituencies (civic groups, sportsmen's groups, sport shows, etc.). These officers are called upon to assist outside agencies in emergency situations or rescue operations. They participate in the instruction of conservation related statutes to outside agencies, law enforcement organizations, or educational institutions upon request.
