Healthcare and Family Services is seeking an experienced and qualified professional to fulfill the responsibilities of the Public Service Administrator with the Bureau of Program and Policy Coordination.  We are seeking a strong leader to support the Mental Health Services Program that coordinates services inside and outside facilities. The ideal candidate will need strong communication, analytical and conceptualization skills. Also be self-motivated and committed to teamwork that creates high quality results. Job Responsibilities

  • Plans, researches, implements, monitors and directs the aspects of the department’s federally mandated State Plan
  • Oversees the Federal Program/Mandate Oversight Program
  • Serves as working supervisor
  • Evaluates, researches and directs analysis of new or proposed changes in federal regulations and state laws to determine impact on the Medical Assistance Programs
  • Serves on the Bureau’s management team
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration

  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization

Special Skills

  • Of the three years of required above, must have at least two years experience analyzing and implementing federal and/or state regulations as it relates to the Department’s medical programs
  • Requires extensive knowledge of the Department’s provider reimbursement policies and experience working with Illinois’ Medicaid State Plan

Knowledge, Skills & Abilities

  • Requires extensive knowledge of public and business administration, principles and practices, agency programs and service objectives, activities and operational systems, staff utilization and employee motivation, labor and employment development, agency policies and procedures

  • Requires ability to manage a supportive agency program

  • Requires strong writing and verbal communication skills
