POSITION SUMMARY
The Illinois Department of Central Management Services (CMS) is seeking to hire a Human Resources Specialist with the CMS Upward Mobility Program (UMP). In this role, you will be responsible for the joint development and implementation of program policies, analyzing data and reporting, processing student tuition vouchers, serving as the liaison with Information Technology regarding systems and programming, and training and coaching Human Resources Representatives. The ideal candidate will be detailed oriented, have a background in human resource benefit programs, and a working knowledge of the postsecondary education process. POSITION ESSENTIAL FUNCTIONS
- Under general direction, provides journey level advice and recommendations regarding all aspects of the Upward Mobility Program (UMP) and on a variety of UMP issues, including UMP policy, guidelines, procedures, and on the development of enhanced career opportunities for state employees and presents proposed changes to management.
- Oversees and coordinates the preparation, updating and processing of UMP documents, individual records related reports, computer generated correspondence and forms such as such as Participation Verification Agreements (PVA’s)/Class Approval Forms for Time Off, Career Development Plans (CDP’s), Proficiency Examination Registration forms (PER’S), and UMP promotional applications.
- Serves as a liaison for UMP with agency liaisons, participants, participant supervisors, management, and Labor Relations from various state agencies, former state employees, and the educational community.
- Coordinates, plans, and evaluates UMP Registration.
- Serves as a designated lead worker.
- Serves as the Upward Mobility Program Processes Coordinator.
- Serves as back up to the UMP Manager and Fiscal Coordinator.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
- Requires two (2) years of professional human resources experience.
SPECIALIZED SKILLS
Of the two years noted above,
- Requires one (1) year of professional experience in Upward Mobility Program (UMP) policies, procedures, rules and guidelines regarding eligibility, enrollment, registration, tuition reimbursement, education plans, coursework and career goals, vacancy rules, Article XV/AFSCME contract, targeted title requirements, the appeals process, and UMP forms and UMP fiscal reporting and billing.
- Requires one (1) year of professional experience with the UMP systems and databases, including Human Capital Management (HCM).
PREFERRED QUALIFICATIONS
- Prefers one (1) year of professional experience with Workforce Mobility and Upskilling Program policies, procedures, rules and guidelines regarding eligibility, enrollment, registration, tuition reimbursement, education plans, coursework and career goals, vacancy rules, bargaining unit contracts, targeted title requirements, the appeals process, and related forms, fiscal reporting, and billing.
- Prefers one (1) year of professional experience with the Workforce Mobility and Upskilling Program systems and databases, including Human Capital Management (HCM).
- Prefers three (3) years professional experience gaining knowledge of Personnel Codes, Rules, Collective Bargaining Contracts, and other related human resources policies, procedures, and processes.
- Prefers one (1) year of professional experience obtaining and soliciting relevant information/data from people.
- Prefers one (1) year of professional experience writing correspondence and reports that contain conceptualizations, facts, and descriptive and quantitative inclusions.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
