POSITION SUMMARY

The Department of Central Management Services (CMS) is seeking to hire a Public Service Administrator to serve as the Upward Mobility Program (UMP) Manager. This manager will be responsible for the joint development and implementation of program policies, managing a full professional level staff of counselors, and guiding the overall direction of the Upward Mobility Program in accordance with joint CMS and AFSCME direction. We invite all qualified candidates to apply!

 

About the Program

The State of Illinois Upward Mobility Program (UMP) is a career mobility program designed to give state employees an opportunity to advance to more challenging, higher paying positions. It is a joint venture between CMS and AFSCME (American Federation of State, County and Municipal Employees). Employees receive individual counseling to inform them of the career opportunities available and to guide them in developing their career plans. Participants take proficiency exams and/or complete required education and training programs designed to provide the skills and knowledge needed for advancement.

POSITION ESSENTIAL FUNCTIONS

Under administrative direction of the Asst. Deputy Director of Recruitment & Retention, serves as the Upward Mobility Program (UMP) manager.

Serves as a full-line supervisor.

Establishes program procedures for determining participant career paths, appropriate job titles, and skills for successful performance.

Serves as the program advisor for the Upward Mobility Program.

Administers, controls, and ensures adequate budget and personnel administration for the UMP to remain within approved levels of spending.

Works in conjunction with labor relations in the American Federation of State, County, and Municipal Employees (AFSCME) master contract negotiations regarding Program policy, and to identify and make recommendations for the improvement of the UMP.

Monitors the UMP call center for response accuracy, response time, resolution rates, communication quality, proactive issue resolution, team morale, customer experience, or workforce optimization.

Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

 

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college,
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
  • Requires three (3) years of professional supervisory experience in a public or business organization.

PREFERRED QUALIFICATIONS

  • Prefers three (3) years of professional experience working with college level admissions and education/career counseling related to degree programs or similar educational programs.
  • Prefers three (3) years of professional experience implementing, recommending, and refining program policy and rules.
  • Prefers three (3) years of professional experience in process improvement and/or change management.
  • Prefers one (1) year of professional experience developing, implementing, and/or managing a social services, personnel, or other related programs.
  • Prefers five (5) years of professional supervisory experience in a public or business organization.
  • Prefers two (2) years of professional experience working with collective bargaining units and negotiating labor contracts.
  • Prefers a bachelor’s degree or above.
  • Prefers three (3) years of professional experience creating and implementing training plans.
  • Prefers three (3) years of professional experience managing a large budget.

CONDITIONS OF EMPLOYMENT

Requires completion of a background check and self-disclosure of criminal history.

  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires a valid driver’s license.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires the ability to use agency supplied technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
