Position Overview

The Division of Early Childhood is seeking to hire a position to serve as Manager of the Fiscal Management Unit within the Division of Early Childhood’s (DEC) Bureau of Budget and Fiscal Management.  This position oversees, analyzes, and interprets monthly, quarterly, and annual fiscal written and/or statistical reports for executive management; serves as a liaison with internal and external entities regarding completion of required DEC assignments and associated Risk Management and Continuous Quality Improvement activities; serves as full-line supervisor; represents the Bureau Chief and/or executive management at internal and external conferences, retreats, workgroups, and/or meetings regarding Fiscal Management activities; and participates in activities that advance the DEC/Strategic Plan and DEC/Diversity, Equity, Inclusion, and Racial Justice Plan, using trauma-informed and equity lens in the implementation and support of DEC program and operational objectives and outcomes. Job Responsibilities

  1. Serves as Manager of the Fiscal Management Unit within the Division of Early Childhood’s (DEC) Bureau of Budget and Fiscal Management.

  3. Serves as a liaison with internal and external entities regarding completion of required DEC assignments and associated Risk Management and Continuous Quality Improvement activities.
  4. Serves as full-line supervisor. 
  5. Represents the Bureau Chief and/or executive management at internal and external conferences, retreats, workgroups, and/or meetings regarding Fiscal Management activities.
  6. Participates in activities that advance the DEC/Strategic Plan and DEC/Diversity, Equity, Inclusion, and Racial Justice Plan, using a trauma-informed and equity lens in the implementation and support of the DEC program and operational objectives and outcomes.
  7. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with coursework in fiscal or accounting.
  2. Requires prior experience equivalent to three (3) years of progressively responsible accounting experience in a public or private organization.

 

Preferred Qualifications

  1. Four (4) years of professional experience in qualitative and quantitative analysis and risk management administration to interpret complex financial/budgetary data, information, and systems, using Business Objects/Intelligence, graphs, charts, and/or maps [e.g., two-dimensional or Aeronautical Reconnaissance Coverage Geographic System Information (ArcGIS)].
  2. Master’s degree or equivalent experience in economics, finance, accounting, or business administration.
  3. Four (4) years of professional experience in planning, executing, monitoring, and managing the design, development, and implementation of risk management, fiscal and/or budgetary systems, written/statistical reporting, and accounting activities, including management of large fiscal systems at a private or public organization in adherence to state and federal mandates.
  4. Three (3) years of professional experience in designing, planning, developing, implementing, and evaluating comprehensive systems to track the status of budget/fiscal development and implementation and state and federal spending/matching funds, while adhering to applicable accounting principles (e.g., Generally Accepted Accounting Principles or other similar processes).
  5. Two (2) years of professional experience in facilitating and collaborating among internal and external stakeholders to promote effective and efficient Grant Accountability and Transparency Act activities (i.e., budgetary, and fiscal management of grantee contract development and execution) and Federal Funding Accountability and Transparency Act reporting processes within designated time frames at a public or private organization.
  6. Two (2) years of professional experience in supervising subordinate staff with cutting-edge and collaborative monitoring of completed duties, coaching, mentoring, managing daily activities, and ensuring alignments with the organization’s strategic plan, while focusing on results, effectiveness, and efficiencies.

Conditions of Employment

  1. Requires advanced proficiency in Microsoft Office Suite, including SharePoint, Teams, and OneDrive.
  2. Requires ability to travel with overnight stays.
