Position Overview
This position is accountable for performing administrative and technical functions for the Vehicle Inspection Unit. This position's duties include reviewing evidence relative to emission waver requests, addressing grievances, responding to telephone and email inquiries relative to the Illinois Vehicle Code Vehicle Inspection Program, and vehicle inspection data processing. This position also serves as a department liaison with other governmental agencies and commercial vehicle and school bus industry relative to specific Vehicle Inspection Unit programs.
Essential Functions
- Coordinates data generated from diesel powered vehicle emission inspections and uses that data to generate an annual report for submission to the Illinois General Assembly as is statutorily required.
- Monitors and generates reporting from various inspections within the unit, processing information concerning nonscheduled school bus inspections, and transmitting data to the appropriate authority.
- Responds to written or verbal inquiries about program information.
- Serves as departmental liaison with other governmental, county, municipal agencies, and industry associations relative to their interest in the vehicle safety inspection programs.
- Reviews evidence relating to requests for emission waivers and makes decisions concerning the issuance of emission waivers based on evidence presented and statutory requirements.
- Resolves grievances in accordance with established administrative rules, collecting information necessary to bring those grievances to an expedient conclusion.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor's degree majoring in business, public administration or management. OR completion of two years of college PLUS two years of business, public administration or management experience OR six years of business, public administration or management experience.
Preferred Qualifications
- Strong knowledge of the Illinois Vehicle Code, Code of Federal Regulation, and Illinois Administrative Rules regarding vehicle inspections.
- Ability to accurately monitor and report inspection data results in a timely manner.
- Experience with Microsoft Office, Excel, Word, OneDrive, and SharePoint.
- Ability to plan and present information to large groups.
- Experience drafting and reviewing administrative rules and reports.
Conditions of Employment
- Valid driver’s license.
- Occasional statewide overnight travel.
- Successful completion of a background screening.

This position will change from the Technical Manager III classification to Transportation Transportation Office Coordinator Option 2 in the near future as part of the completion of this ongoing administrative alignment project.
