Position Overview
The Department of Commerce & Economic Opportunity is looking to hire a Workforce System Integration Program Manager. Workforce System Integration Manager with the Illinois Department of Commerce and Economic Opportunity (DCEO) is responsible for the program management and development of workforce development initiatives and grants that are funded by the State of Illinois and other sources. The Program Manager works under the general direction of DCEO’s Office of Employment and Training (OET) Policy and Grants Division Manager to assist in the development and implementation of state workforce Programs including, but not limited to, the Job Training and Economic Development Program. The ideal candidate will be able to develop program requirements, author funding applications, oversee the development of grants, provide technical assistance, and evaluate program outcomes. The ideal candidate will also able be able to work with the OET management team to identify and operationalize best practices in serving populations experiencing barriers to employment using public and private funding at the federal state and local levels. Job Responsibilities
1. Serves as the program manager for priority workforce programs and initiatives.
2. Develops and implements strategies that support the integration of workforce, education, and economic development programs.
3. Conducts research, oversees the development and maintenance of grants, including drafting scopes of work, procedure manuals, technical assistance materials, preparing budgets, and reviewing grant activity and expenditures.
4. Serves as working supervisor, assigns, and reviews work.
5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business administration or public administration.
2. Requires prior experience equivalent to three (3) years of progressively responsible administration experience in a public or business organization or in the design and management of a workforce or human services grant program.
Preferred Qualifications (in priority order)
1. Experience developing program policies, procedures, and funding application documents to support grant programs related to workforce or human services.
2. Experience developing and delivering public presentations in a variety of settings.
3. Experience conducting quality control analysis of projects and grants to ensure that all requirements of the grant partnership agreements are being met.
4. At least three (3) years of experience utilizing Microsoft Office Suite and web-based information management tools.
