Position Overview
The Illinois Department of Commerce & Economic Opportunity is looking to hire a Workforce Development Reporting and Performance Unit Manager for the Office of Employment and Training (OET) to support the performance, reporting and evaluation of the workforce development programs in Illinois. The Workforce Reporting and Performance Unit Manager works to design, implement, and analyze the reporting and performance management strategies for the State of Illinois workforce programs. This position manages a team of subject matter experts that provide technical assistance and support focused on meeting the complex reporting and performance requirement of the state and federally funded workforce programs. The Reporting and Performance Manager also drives continuous improvement in the workforce system by supporting evaluation and analysis of program and grant outcomes. Essential Functions
- Manages the provision of performance and reporting standards for the Workforce Innovation and Opportunity Act (WIOA), Trade, and other workforce grants through automated systems to ensure compliance with program regulations.
- Supervises staff.
- Oversees the evaluation of program impact and outcomes by working with internal and external stakeholders to design evaluation frameworks, collect and analyze data and provide strategic recommendations to improve program performance for the OET’s services administered through workforce programs and grants, including the Workforce Innovation and Opportunity Act (WIOA) and other workforce programs.
- Analyzes states of performance and standards policies for the OET.
- Communicates performance standards and reporting requirements that directly affect Divisional operations, existing policy, and those that necessitate policy adjustment for the Office of Employment and Training.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in business administration.
- Requires four years of professional experience in administering programs authorized by the Workforce Innovation and Opportunity Act or other federally funded workforce development programs.
Preferred Qualifications
- Prefer four (4) years of work experience in reporting and performance management functions under the Workforce Innovation and Opportunity Act or other federally funded workforce development programs.
- Prefer four (4) years of experience in the design, delivery, implementation and analysis of reporting policy and procedures for workforce development programs.
- Prefer three (3) years of experience in evaluation, research design, and statistical analysis with a strong ability to analyze and interpret complex data and derive insights.
- Prefer two (2) years of experience in the design, delivery, implementation and analysis of performance management policy and procedures for state and local for workforce grantees.
- Prefer two (2) years of experience in working with project management associated with technology tool that support the reporting and performance management of workforce programs.
- Prefer intermediate proficiency in utilizing Microsoft Office Suite, Team and Web-based applications.
- Prefer two (2) years of experience developing and delivering public presentations in a variety of setting.
Conditions of Employment
- Requires appropriate, valid driver’s license.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
