POSITION SUMMARY

The Office of Operational Excellence, Learning and Professional Development Division is looking for a self-motivated and energetic candidate to fill the position of E-learning Content Developer. This position will create on-demand e-learning to support learning statewide. The successful candidate will apply their extensive knowledge of learning design and e-learning software to collaborate with clients statewide and create engaging on-demand e-learning. Through teamwork, collaboration, creativity, and innovation, we serve to create a customer focused learning and improvement culture in the State of Illinois that helps develop and retain an inclusive, highly qualified, and diverse workforce. We provide learning and development opportunities through instructor-led, on-demand, and live-webinar opportunities for employees at all levels of their careers and across all agencies, boards, and commissions under the jurisdiction of the Governor’s Office. POSITION ESSENTIAL FUNCTIONS

  • Under direct supervision of the Chief Learning Officer, serves as the eLearning Content Developer.
  • Conducts classroom, live webinar, and/or virtual on-demand training in various job knowledges and skills to enhance performance of staff from all agencies, boards, and commissions.
  • Prepares training aids and written materials in support of eLearning. 
  • Utilizes the Learning Management System (LMS) for training records and content development.
  • In coordination with the Chief Learning Officer, reviews and analyzes course and program evaluations, reporting, and conducts training gap analyses.
  • Cross trains, collaborates, and learns to assist and/or cover the other Staff Development Specialists or other trainers responsible for training programs.
  • Performs other duties as required or assigned, which are reasonably within the scope of the enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college. Academic course work should include quantitative measures (introductory statistics or business mathematics or social science analytical tools), educational methods, psychology of individuals, organizational or group behavior, labor relations, or equivalent
  • Requires two years of professional experience in education or a related field.

PREFERRED QUALIFICATIONS

  • Prefers extensive knowledge of using e-learning software to create training courses.
  • Prefers extensive knowledge of using of instructional design for adult learners.
  • Prefers working knowledge of using on-demand and live webinar training. 
  • Prefers working knowledge of preparing training aids and assisting in the applications and usages of audio and visual training aids.
  • Prefers working knowledge of audio and video editing software. 
  • Prefers working knowledge of federal and state regulations on eLearning accessibility standards. 

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
