Position Overview
The Division of Developmental Disabilities is seeking to hire a Center Director for the Kiley Developmental Center located in Waukegan, Illinois. An Ideal candidate will support the values and vision of the agency and have a passion and ability to advocate and enable growth in our individuals. The incumbent will direct, review and enforce standards of individual care, treatment and training to verify such treatment is in accordance with current Illinois and Federal Laws, DHS policies and regulations, local facility policies applicable Accreditation Standards as well as those publicized by other accrediting agencies. The Kiley Developmental Center serves adults with developmental disabilities who have several medical and/or behavioral needs.
Essential Functions
-
Serves as Center Director for Kiley Developmental Center.

Serves as full-line supervisor.

Directs and provides administrative management and direction to Community Placement Services Human Resources, Fiscal and Support Services, Medical Services and Internal Investigations.

Works cooperatively with the Northern Suburban Network facilitator.

Promotes development of comprehensive community health programs and provides consultative resources to community organizations.

Advises Deputy Director and Division Director concerning SODC operations and programs.

Performs other duties as assigned or required, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
-
Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.

Requires four (4) years of progressively responsible administrative experience in a social or human services organization, preferably with a Mental Health or Developmental Disabilities Organization.
Preferred Qualifications
-
Five (5) years of professional experience organizing, administering and evaluating ongoing services in a multi-disciplinary operation.

Five (5) years of professional experience interacting with and communicating in oral and written form with internal and external stakeholders including the use of computers.
-
Five (5) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, preparing and signing performance evaluations and approving time off.

Five (5) years of professional experience developing and interpreting policies and procedures for a public or private organization.
-
Five (5) years of professional experience working with Federal and State standards and regulations relative to residential care and treatment programs.

Five (5) years of professional experience developing strategic plans, long and short-term goals for a residential treatment program.

Five (5) years of professional experience interpreting, recommending and designing and implementing staffing plans for a public or private organization.

Bachelor’s degree or advanced degree from an accredited college or university with a specialization in clinical social work, psychology, medicine, hospital administration or a closely related field.

Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Requires ability to pass the IDHS background check.

Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.

Work Hours: Mon - Fri, 8:30am - 5:00pm; 1-hour unpaid lunch with 24/7 on-call rotation
